      The head of the municipal economy and public utilities department, Ruslan Vildanov, presented to the deputies of the City Council decisions on amendments to a number of regulatory acts aimed at aligning local documents with federal legislation. "These decisions are aimed at increasing the efficiency of municipal management, reducing the administrative burden on businesses, and creating comfortable conditions for the city's residents," noted Ruslan Vildanov. In terms of municipal control—housing, land, transport, and landscaping—new digital tools have been established: consulting entrepreneurs through the mobile application "Inspector," notification of preventive visits 24 hours in advance, and submission of documents through the state services portal. An object of control is now considered to be classified as a risk category only after information is entered into a unified register. In the field of passenger transport, the right to operate under unregulated tariffs is confirmed by a record in the route register and route maps, rather than a certificate. The powers of the Executive Committee have also been clarified. Furthermore, Ruslan Vildanov proposed to schedule public hearings on the draft amendments to the Landscaping Rules for June 3, 2026. Mayor Nail Magdeev explained that these are changes that need to be made to the city's landscaping rules; however, a specific procedure has been established for this: all planned changes must first be considered at public hearings, then at a meeting of the relevant commission, and only after that is the issue brought to the City Council session. In this regard, within the framework of the current regulations, the sessions must first set a date for the public hearings as the first stage of making changes to the landscaping rules. As a result of the voting, the decision was made unanimously: the date for the public hearings—June 3—was approved. The hearings will take place at 2 PM in the building of the Executive Committee (23 Hasan Tufan Avenue, Hall 400).
