In Tatarstan, the creation of a new volunteer organization "Duslar" is planned, which will unite participants of the special military operation to assist in maintaining public order. The volunteers will help the police patrol the settlements of the republic. The project is being implemented as part of the "Batyrlar. Heroes of Tatarstan" program, initiated by the President of the Republic Rustam Minnikhanov. It aims to adapt veterans of the special military operation to civilian life, and "Duslar" will become one of its practical directions. The project is being developed by program participant Igor Egorov together with his mentor — the Minister of Ecology and Natural Resources of Tatarstan Azat Ziganshin and a team of like-minded individuals. According to the authors of the initiative, the main goal of the volunteer group is not to identify violators but to create an environment of mutual assistance and support. Igor Egorov noted that the idea is to create a community where people will know that there are caring citizens nearby. The initiative has already received federal support: in 2023, Russian President Vladimir Putin instructed the Ministry of Internal Affairs to work on involving veterans of the special military operation in public volunteer groups. Today, such associations operate in several regions of the country. A distinctive feature of the Tatarstan project will be the establishment of a unified coordination center and mandatory training for all participants. The first stage of preparation has already been completed — discussions involving public activists and volunteers have been held, and a concept has been formed. The legal registration of the organization is currently underway. In the future, the volunteers will undergo training, including legal basics, first aid, and patrolling fundamentals, as well as certification with the support of the Ministry of Internal Affairs. Starting June 20, participants will begin weekly shifts lasting from 4 to 6 hours. They will be issued volunteer books and incentive certificates, and they will also be able to participate in specialized awards and federal forums.
