In Tatarstan, enterprises continue to develop their own generation against the backdrop of the growing demand for electricity from the industry. One of the largest projects in this area was the launch today of the Lushnikov gas turbine unit at "Kazanorgsintez." Tatarstan's President Rustam Minnikhanov emphasized that the commissioning of the Lushnikov gas turbine unit contributes significantly to strengthening energy security: "Modern energy machines with a capacity of 280 MW are additional capacities for our republic. The most important thing is a completely different economy. You are doing great! Launching such a complex facility is worth a lot." The new unit with a capacity of 281 MW fully provides the enterprise with its own electricity. The transition to self-sufficiency reduces the load on the regional energy system and frees up capacities for connecting new consumers—both residential developments and industrial facilities. According to official data, the deficit of self-generated electricity in Tatarstan is about 15% of annual consumption. In this context, the introduction of new generating capacities becomes particularly significant. The Lushnikov gas turbine unit of SIBUR forms an additional reserve of generation in the Kazan energy district. This increases the resilience of the energy system during peak load periods and during maintenance work. The Deputy Prime Minister of Tatarstan, Oleg Korobchenko, previously noted that the development of self-generation remains one of the most reliable ways to enhance the stability of energy supply. According to him, self-sufficiency of large enterprises reduces the risks of emergency shutdowns and increases the reliability of the entire system. The project also has an economic effect. The growth of generation and the reduction of network constraints enhance competition in the wholesale electricity market, creating conditions for stabilization and, in the long term, for price reduction. Thus, the launch of the Lushnikov gas turbine unit goes beyond a corporate project and becomes part of the infrastructure base for the further development of Tatarstan—from launching new productions to building housing. Earlier, SIBUR had already implemented a large self-generation project in Tatarstan—a 495 MW gas turbine unit was launched in Nizhnekamsk. The experience gained during its construction and operation subsequently became one of the key factors for completing the new energy project at the "Kazanorgsintez" site after the departure of the foreign contractor. The contract for the construction of the station was signed back in 2019 with Siemens, but in 2022 the foreign partner refused to fulfill its obligations. After that, SIBUR decided to complete the facility with its own resources. At the end of December 2025, the gas turbine unit reached its design parameters and received permission for commissioning. The total capacity of the Lushnikov gas turbine unit, following the tests, amounted to 281 MW—this is enough to fully cover the enterprise's electricity needs. According to the "System Operator," the Lushnikov gas turbine unit became the largest new power plant commissioned in Russia in 2025. For comparison, the total volume of new generating capacities launched in the country last year amounted to about 1.5 GW.
The project combines petrochemistry and energy: the gas turbine unit is adapted to operate on synthetic gas, which is formed during the production of ethylene. Previously, this secondary resource was burned in flares; now it is used for electricity generation. As a result, the enterprise expects to increase energy efficiency by 15% and reduce carbon dioxide emissions by 3%. The station has also created 57 new highly qualified jobs, and the operational block is fully staffed with Kazan engineers and technologists.
