      At a meeting of the Committee of the State Council of Tatarstan on Ecology, a resolution was unanimously adopted, which obliges the State Committee for Bioresources to develop a methodology for counting feral dogs. By the end of 2026, a draft law recognizing such animals as a hunting resource must be submitted to the republic's parliament.

      First, the agency will create a methodology and coordinate it with the relevant authorities. Only then will they begin working on the draft law itself. If it is adopted, feral dogs will receive a new status.

      Who is considered a feral dog? These are animals that have completely lost their connection with humans, living and reproducing independently in nature. They differ from urban stray dogs in that they do not feed on food waste, stay away from settlements, and hunt like wild predators. In December of last year, the deputies of the State Council of Tatarstan approved a law allowing the euthanasia of stray animals in emergency cases. The initiative was adopted after a tragedy in Vasilyevo — in November, stray dogs attacked a 9-year-old girl, who later died in the hospital.

      In April of this year, a procedure for introducing a state of emergency regarding stray animals was approved in the republic. This allows for mass capture and euthanasia if they are not found owners within 20 days.
