From June 1 to June 30, 2026, importers of goods from Armenia, Kazakhstan, and Kyrgyzstan will be able to operate in the SPOT system without making a security payment. The Federal Tax Service of Russia announced a transitional period for participants in foreign trade who import goods from Armenia, Kazakhstan, and Kyrgyzstan. During June, importers will need to register information about future deliveries in the SPOT system and obtain QR codes for carriers, but no security payment will be required during this period. For deliveries from Belarus, this transitional regime will last longer—until November 1, 2026. The SPOT system will be put into industrial operation starting June 1. Data about the cargo and transport must be transmitted through the Federal Tax Service's information system—either via the applicant service or TKS. Starting July 1, the security payment will become mandatory before the import of goods. After processing the information, the system will issue a QR code. Customs authorities will check it at the border and verify the information with accompanying documents. The Federal Tax Service notes that SPOT will allow for advance control of imports from EAEU countries, reduce the risks of "gray" schemes, and make the market more transparent.
