      The twenty-first meeting of the State Council of the seventh convocation will take place on June 8 at 10 a.m. This decision was made today at a meeting of the Presidium of the parliament. Deputies plan to consider 20 issues, including 9 draft republican laws, 3 federal draft laws, and 3 legislative initiatives from the regions. Traditionally, before discussing the agenda items, the acting Chairman of the State Council Marat Akhmetov noted a number of significant events that took place in the republic, in which parliament deputies participated, and which are upcoming in the near future. Marat Akhmetov specifically highlighted the results of zonal seminars aimed at increasing the business activity of the rural population, which took place in May this year in the Novosheshminsky, Menzelinsky, Arsky, and Buinsky districts. "This year, the zonal meetings in Tatarstan have already been held for the 18th time with the participation of deputies of the State Council, municipal deputies, representatives of relevant ministries and departments," noted Marat Akhmetov. "We met with the heads of districts and leaders of farming enterprises to discuss how to further stimulate the activity of rural residents, and talked about measures of state support for rural residents, including legislative ones. We plan to discuss the results of these meetings at an off-site meeting of the Presidium of the State Council in July."

      As for the agenda of the upcoming meeting, as noted by the Secretary of the State Council Lilia Mavrina, draft laws on the execution of the budget of the Republic of Tatarstan and the budget of the Territorial Fund for Mandatory Medical Insurance for 2025, submitted to the State Council by the President of the Republic of Tatarstan Rustam Minnikhanov, are prepared for consideration in the first reading.

      Also, in the first reading, it is proposed to consider draft laws that amend the republican laws on the development of small and medium-sized enterprises, on the provision of free legal assistance, on fire safety, and on representatives of the public in the Qualification Collegium of Judges of the Republic of Tatarstan.

      In addition, the Committee on State Construction and Local Self-Government has prepared for consideration in the first reading a draft law "On the abolition of the railway crossing Sarai-Chekurcha in the Arsky district of the Republic of Tatarstan and on amendments to the Law of the Republic of Tatarstan 'On the establishment of the boundaries of territories and the status of the municipal formation 'Arsky municipal district' and the municipal formations within it," submitted to the parliament by the Council of the Arsky municipal district of the republic.

      The Committee on Social Policy has also submitted for consideration a draft law "On the regulation in the Republic of Tatarstan of certain issues of perpetuating the memory of those who died defending the Fatherland."

      At the twenty-first meeting of the State Council, it is planned to hear the Report on the activities of the Accounts Chamber of the Republic of Tatarstan in 2025 and the Report of the Cabinet of Ministers of the Republic of Tatarstan on the situation of youth and the progress of youth policy implementation in the territory of the Republic of Tatarstan. Within the section "Miscellaneous," the chairman of the Committee on Ecology, Natural Resource Management, Agro-Industrial and Food Policy Azat Khamaev will present information on the implementation of the principles of the Earth Charter in the republic.

      In addition, it is planned to elect 13 justices of the peace of the Republic of Tatarstan.

      Today, at the meeting of the Presidium, parliamentarians discussed issues related to the implementation of the republican program "Our Yard." Recall that the day before, deputies of the Committee on Housing Policy and Infrastructure Development thoroughly examined this issue during an off-site meeting in Zelenodolsk.

      As noted by the first deputy minister of construction, architecture, and housing and communal services of the republic, Damir Shaidullin, the program "Our Yard" has been implemented in Tatarstan since 2020 at the initiative of the President of the republic Rustam Minnikhanov. Over the past five years, 5,851 yard territories have been improved at a total cost of 54 billion rubles. In 2026, it is planned to improve 560 yard territories, and in 2027 – 234 yards. The program includes yards of apartment buildings built before 2014, as well as those where the yard repair program has not been implemented since 2014 and the condition of the asphalt surface, according to the results of the 2019 inventory, has been recognized as unsatisfactory.

      "Within the framework of the program, a certain list of works is being carried out – this includes the repair or creation of roads and sidewalks, installation or updating of lighting poles, installation of safe children's and sports equipment, benches and trash cans, preparation of surfaces for solid waste sites, and installation of household equipment. The main criterion for including a yard in the program is the unsatisfactory condition of the asphalt surface," said Damir Shaidullin.

      Summarizing the discussion, the acting Chairman of the State Council Marat Akhmetov emphasized that "Our Yard" is one of the unprecedented programs, and in terms of its scale, it is comparable only to the previously implemented program for the elimination of dilapidated housing in the 1990s. "The implementation of such programs is possible thanks to a strong economy, and therefore these issues are given great attention in the republic. This year, the volume of GRP exceeded 5.7 trillion rubles, and the revenue part of the budget is more than 600 billion rubles," noted Marat Akhmetov. "I believe that we will be able to continue the implementation of targeted programs aimed at improving the quality of life of Tatarstan residents."

      Marat Akhmetov also noted that during the reception of citizens, residents are interested in the prospects for the improvement of yard territories that are not included in the current program "Our Yard." As explained by the first deputy minister of construction, architecture, and housing and communal services of the republic, Damir Shaidullin, the Ministry is currently collecting applications for these yard territories together with municipal formations. A decision on them will be made later.
