      The head of the Nizhnekamsk district, Radmir Belyaev, during a business Monday, gave a number of instructions to the heads of managing companies and homeowners' associations following the mass drone attack on Zakami on June 12. By the decision of the emergency situations commission, all managing organizations have been informed of the requirement to ensure the opening of all underground facilities and to maintain their round-the-clock accessibility until further notice. "I ask you to treat the execution of this decision with maximum responsibility," he emphasized. The head of the district noted that this issue had already been discussed at the KChS meeting, a roadmap had been developed, and there was an understanding of further actions. According to him, the "lion's share" of basement premises has already been cleared. However, this concerns not only residential buildings but also business facilities, parking lots, and multi-level parking garages, which must also be ready for use in case of a danger signal. Belyaev pointed out the need for systematic work on opening access, including technical solutions regarding locks.

      Transition to automation and strengthening security measures

      The head of the district emphasized that it is necessary to minimize the influence of the human factor when accessing shelters. As a possible solution, he mentioned the implementation of "smart" intercoms that allow centralized opening of premises by signal through the Unified Dispatch Service (EDS). "We need to work with 'Tattelecom' on the installation of electronic locks. It's one thing when a person has to physically go down in the morning and open the door. But there is the human factor. Someone is responsible, someone was asleep, someone didn't hear. Most, of course, open responsibly, but there is the human factor, and we need to move away from it. There are IP intercoms: we press a button in the EDS – please, the entrances are open. It should be the same for underground facilities," noted the head of the district. A task has also been set to continue and strengthen the work on clearing basements and preparing them for readiness. Belyaev emphasized that shelters should not be formal but truly suitable for people to stay in – with minimal conditions: places for accommodation, first aid kits, and water. "We visited typical basements, looked at the managing company 'Zhilie Eibet' – there are places to sit, a first aid kit, water," he noted.

      In Nizhnekamsk, industrial facilities and a residential building on Chabyinskaya Street, 3, were hit by drones. According to Belyaev, from the first minutes, all services were switched to an enhanced mode of operation. Thanks to the coordinated actions of rescuers, medics, law enforcement officers, enterprise workers, and city services, the situation was quickly brought under control. Industrial enterprises, where the consequences of the attack were recorded, continue to operate as usual, and the production process has not stopped. The residential building suffered the most damage. As a result of the incident, four people were hospitalized in the Nizhnekamsk Central District Multidisciplinary Hospital. The condition of all the injured is stable as of today, and there is no threat to life. Three of them are elderly people whose chronic diseases worsened due to stress; there are no injuries. Another injured person, a 46-year-old resident, underwent surgery for a jaw fracture, and his condition is stable. The situation is under the control of the health department. "I would note: it's a miracle that no one died; that's the most important thing," said Radmir Belyaev.

      Elimination of consequences and restoration of the residential building

      On the day of the incident, at the instruction of the President of the Republic of Tatarstan, Rustam Minnikhanov, the Prime Minister of the Republic, Alexey Pesoshin, arrived in Nizhnekamsk. He inspected the damaged residential building and familiarized himself with the progress of the elimination of consequences. Restoration work will be carried out by a contracting organization experienced in this area, in particular, the Profit group of companies. Currently, preparations are underway for the dismantling of damaged structures, after which comprehensive restoration of the building will begin. The headquarters for restoration work is headed by the executive committee leader, Rustem Latypov. Radmir Belyaev noted that the work is under special control and must be completed as quickly as possible so that residents can return to their apartments as soon as possible. The head of the district instructed to promptly prepare the estimate documentation and coordinate it with republican structures for the immediate start of repair work. Currently, the building is completely vacated and recognized as uninhabitable. Some residents are temporarily accommodated with relatives or in available housing. For those who do not have such an opportunity, accommodation has been organized in the "Shifaly" sanatorium, as well as in hotel complexes in the city. Three meals a day, medical support, and volunteer assistance are provided.

      Work of the headquarters and support for affected residents

      On Saturday, the President of the Republic of Tatarstan, Rustam Minnikhanov, visited the Nizhnekamsk district. At the TANEK facility, the head of the republic held a meeting of the headquarters to ensure the stable operation of the fuel and energy complex. Radmir Belyaev reported that the consequences of the attack on industrial facilities were eliminated in the shortest possible time thanks to the coordinated work of all services. At the same time, special attention was paid to the situation at gas stations, where there was increased demand for fuel in a number of municipalities. In this regard, temporary technical restrictions were introduced. The President instructed to eliminate the prerequisites for artificial excitement and to strengthen security measures at industrial and urban infrastructure facilities. Rustam Minnikhanov also visited the damaged residential building and set the task of promptly dismantling the damaged structures, restoring the building, and carrying out major repairs.

      In Nizhnekamsk, the hotline received 53 calls after the drone attack

      A constant connection has been established with the affected residents of Nizhnekamsk, including through a special group in the messenger "Max." Medical and psychological support is being provided. This work is supervised by specialized professionals and social protection services, in particular, Vice Mayor Marina Kamelina and Deputy Head of the Executive Committee of the Nizhnekamsk District for Social Issues Alexander Ofitserov. A hotline "Open Nizhnekamsk" has been organized to assist residents. As of June 14, the housing and utilities call center received 53 calls. Of these, 21 requests are related to broken windows and damaged window frames in apartments and private houses, and another 32 calls concern damaged vehicles. A special commission has been created to assess the damage, and together with the republican authorities, the issue of compensation payments to the victims is being worked out. The hotline numbers for residents' calls are: 8 (8555) 351-072 and 8 (8555) 351-000.

      "Walking around relaxed when sirens are sounding is the wrong approach"

      Radmir Belyaev noted that the morning of June 12 was a serious test for the city. According to him, what happened was an attempt to disrupt the usual rhythm of life and sow anxiety among the population, but this goal was not achieved. He emphasized that in a difficult moment, the unity of Nizhnekamsk residents was particularly evident. "We once again confirmed that the main strength of Nizhnekamsk is in our people, in our unity. From the first minutes, residents helped each other, brought essential items, supported neighbors, and cared for strangers. No one remained indifferent," he noted.

      Separately, the head of the district thanked volunteers, rescuers, medics, law enforcement officers, enterprise workers, and utility services for their promptness, composure, and professionalism. "It is precisely thanks to such people that Nizhnekamsk remains a strong city capable of responding adequately to any challenges," emphasized Belyaev. Speaking about safety, he reminded that avoiding casualties was largely possible due to the timely evacuation of residents from the building on Chabyinskaya Street, 3. At the same time, he pointed out that not all citizens strictly follow the rules of conduct in the event of threats. "Dear Nizhnekamsk residents, I ask you to strictly adhere to the rules and instructions that must be followed in the event of an emergency," said the head of the district. He specifically emphasized the need to maintain discipline and attentiveness in such situations, noting that during mass attacks, it is important to act strictly according to regulations and not ignore alarm signals. "We know the character, we know the models that fly, we also know the destruction. Even if there is no shelter in the basement, the first floor without windows is already the right approach," he added. Concluding his address, Radmir Belyaev emphasized that the safety of residents remains an absolute priority. "God protects the cautious. It is very important to pay close attention to your own safety and the safety of your loved ones. Walking around relaxed when sirens are sounding is the wrong approach, so I ask you to pay special attention to this."
