During his speech, he emphasized the significance of the decisions made at the turn of the 1990s and 2000s with the participation of the President of Russia Vladimir Putin and the first President of Tatarstan Mintimer Shaimiev. According to Topilin, it was they who largely determined the further development of the country and the republic. The parliamentarian noted that Tatarstan has maintained its position as one of the leading regions of Russia in terms of socio-economic development for many years. He reminded that a number of large projects and initiatives, which later gained federal distribution, were first implemented in the republic. Speaking about the new internet project, Topilin emphasized that the resource reflects the contribution of residents, enterprises, public organizations, and government bodies to the development of Tatarstan over the past 25 years, as well as demonstrating the achievements of the region and its potential for further growth.
