In Tatarstan, a plan for the development of the newspaper kiosk system has been approved.
In Tatarstan, a Plan of Activities ("roadmap") has been approved for the support and development of the distribution system for printed products using non-stationary trading facilities for the years 2026–2030. The corresponding order was signed by the Prime Minister of the Republic of Tatarstan, Alexey Pesoshin. The plan, in particular, provides for quarterly monitoring of the number of newspaper kiosks, annual updates of their placement schemes (and publication of the latest on the website of the Ministry of Industry and Trade of Tatarstan), annual establishment of a preferential rental rate for owners of such kiosks using municipal property, and annual provision of information about available land plots where kiosks can be placed. Assistance to business entities in providing spaces for organizing retail trade in printed products (kiosks, pavilions, mini-kiosks, vending machines, mobile shops) at transport, culture, healthcare, sports, and social protection facilities, in multifunctional centers, on the territory of other state and municipal institutions, as well as hospitality organizations, should be provided continuously. Furthermore, changes are planned for 2029 in municipal legal acts regarding the placement of kiosks, which will allow right holders to replace outdated structures for selling printed products with new formats while guaranteeing the rights of the current tenant. An update of the sample assortment of related goods in newspaper and magazine kiosks is also planned for 2029, the sale of which can be carried out without the use of cash register equipment, as approved by the order of the Cabinet of Ministers of Tatarstan dated May 26, 2005, No. 740-r. Annual support measures should be provided to organizations and individual entrepreneurs engaged in the sale of media through newspaper kiosks, and new initiatives to support such sellers should be considered. In addition, each year, relevant agencies should prepare a plan of activities to promote reading. It is also planned to annually include land plots with high consumer activity and tourist potential in the placement schemes of non-stationary trading facilities (while adhering to unified standards of landscaping and architectural appearance).
Control over the implementation of this order is entrusted to the Republican Agency for Press and Mass Communications "Tatmedia" and the Ministry of Industry and Trade of Tatarstan.
