At a meeting on fuel market issues on June 28, Vladimir Putin informed that the capacities of the largest oil refineries are being used at maximum, the potential of medium and small plants is being utilized, the duration of current repairs has been shortened, and planned repairs have been postponed. On April 1, previously imposed restrictions on gasoline exports were extended to direct producers of petroleum products. The ban on gasoline exports, as well as the embargo on the supply of diesel fuel, ship fuel, and other gas oils for non-producers (traders, oil depots, and organizations with processing capacities of less than one million tons of fuel per year), was introduced even earlier.

      The possibility of limiting the export of diesel fuel and aviation kerosene was discussed at a meeting with Alexander Novak at the end of May. Soon after, the Government of the Russian Federation banned the export of aviation kerosene until November 30. Currently, the issue with diesel is still being discussed. In addition, the norm for gasoline sales on the exchange has been reduced from 15% to 10% for three months starting July 1, and an extension of the zero duty on gasoline imports into the EAEU is planned. Among other things, according to the newspaper "Kommersant," the Government of the Russian Federation plans to allow the production and circulation of gasoline and diesel fuel of classes "Euro-2," "Euro-3," and "Euro-4" for a year, until July 2027.
