      The judge of the Menzelinsky District Court of the Republic of Tatarstan reviewed a civil case based on the claim of the Ministry of Health of the Republic of Tatarstan against G. for the recovery of expenses incurred for education. The Ministry of Health of the Republic of Tatarstan filed a lawsuit with the aforementioned claim, stating the following in justification of its demands. On August 27, 2021, a four-party agreement was concluded between the Ministry of Health of the Republic of Tatarstan (Customer), the State Autonomous Healthcare Institution "City Hospital No. 5" of Naberezhnye Chelny (Medical Organization), the State Autonomous Professional Educational Institution "Menzelinsk Medical College" (Educational Organization), and G. regarding targeted training and employment of specialist No. 0. In accordance with the order of the State Autonomous Professional Educational Institution "Menzelinsk Medical College" dated August 27, 2021, No. 1, G. was enrolled in the first year of the specialty "Nursing" on a budget basis. According to the order of the State Autonomous Professional Educational Institution "Menzelinsk Medical College" dated June 30, 2025, No. 124, G. completed her studies at the college and received a diploma with the assigned qualification. Due to the fact that the defendant did not start working according to the agreement, she was notified that she must return the funds spent on her education. However, the demands were not satisfied voluntarily. The defendant G. acknowledged the claims in the court session, confirming that she did not get a job in accordance with the agreement because the salary was low and she would return the funds.

      In accordance with part 1 of Article 56 of the Federal Law of December 29, 2012, No. 273-FZ "On Education in the Russian Federation," a citizen entering education under a secondary vocational or higher education program or studying under the corresponding educational program has the right to conclude a targeted training agreement with a federal state authority, a state authority of a subject of the Russian Federation, a local government body, a legal entity, or an individual entrepreneur (hereinafter referred to as the customer of targeted training). By virtue of subparagraph b of paragraph 1 of part 2 of Article 56 of the above-mentioned law, the condition for the employment of a citizen who has concluded a targeted training agreement no later than the deadline established by the targeted training agreement, indicating the place of employment in accordance with the obtained qualification, is a significant condition of the targeted training agreement. Based on part 6 of Article 56 of the Education Law, in case of non-fulfillment by a citizen who has concluded a targeted training agreement of the obligations provided for in the targeted training agreement to master the educational program and/or engage in labor activity within three years, he is obliged to reimburse the customer of targeted training for the expenses related to the provision of support measures.

      The court satisfied the claim of the Ministry of Health of the Republic of Tatarstan against G. for the recovery of funds spent on education. It recovered from G. in favor of the Ministry of Health of the Republic of Tatarstan, TIN 1628000815, KPP 162801001, the funds spent on education in the amount of 295,132 rubles and 20 kopecks. It recovered from G. the state duty in the amount of 9,854 rubles and 00 kopecks to the corresponding budget according to the standards of deductions established by the budget legislation of the Russian Federation.
