      In Tatarstan, the provision of land for large families has reached a new level: the authorities have focused on a comprehensive solution to the problem by allocating plots with ready infrastructure. Unimproved areas are no longer offered — the issue is under special control by the head of the republic, the Prosecutor's Office of Tatarstan supervises the fulfillment of obligations, and the Executive Committee of Kazan actively participates in the process. During an off-site meeting of the Prosecutor's Office of the Republic of Tatarstan in the Vysokogorsky district, details about the first stage of work — plans to allocate 400 prepared plots for development — were shared.       Infrastructure as a standard: what is changing in the program

      Previously, providing land for a large family in Kazan often meant allocating a plot in a field — without access roads, any communications, or prospects. For example, this was the case for Ilnar Amirov, a father of three children, who received a plot a few years ago near the village of Kaimary in the Vysokogorsky district.

      — It took a long time for us to receive it; while we were waiting in line, the children grew up. In the end, we were given a plot in some reforestation area, where there were no roads, no electricity, no networks at all. Years have passed, and only now have they started to build roads, — the man said.

      According to him, the main problem for large families in Kazan when land is allocated is precisely the lack of infrastructure: without access roads and networks, developing the plot is practically impossible. Another pressing issue is the shortage of social facilities. "If plots are allocated, then schools and kindergartens are needed — children need to go somewhere," he noted.

      Now, a comprehensive approach has been chosen to solve the problem. The first results can be observed nearby: in the same Chernyshevsky rural settlement, in the planned commercial settlement "Generation," 400 plots with ready infrastructure are being transferred free of charge to large families.

      There is already a road with a solid surface 6 meters wide on the territory, which will be connected to each plot. As of today, this work is 70% complete. According to the landowner, key works are planned to be completed by the fourth quarter of 2026: to approve urban planning documentation, finish building roads, and ensure the possibility of preferential connection to the power grid. At the same time, the design of a gas pipeline is underway, which will allow gas to be brought to the boundaries of the plots as part of the social gasification program. "Such a plot becomes attractive. If I had a choice, I would take land here and wouldn't think about the monetary compensation currently offered," Ilnar noted.

      Years of waiting and unrealized hopes of those in line

      While positively assessing the changes in land provision, Kazan families who have not yet received a plot complain about the long wait in line and urge for a faster resolution of the issue. Another father of many children, law enforcement officer Murat Karimov, who joined the queue in 2021, was then the ninth thousandth. Now his position has moved closer to the 5,600th, a fourth child has already been born in the family, and the need for a home has become even more acute. But at the current pace of land allocation, as the Karimovs calculated, they won't see a plot until at least 2035.

      — Now, as a young man, I am ready to build a house, but by the age of 50, with four children and having retired, I probably won't be thinking about it anymore. Age will take its toll. And the bank will think — whether to give me a family or rural mortgage or not, — the man worries.

      According to Murat, land near Kaimary is particularly attractive for him because he is from that area. Moreover, the plots will be ready for individual housing construction and are located close to the city. "It's almost Kazan, plus the possibility of connecting to electricity, and in the future to gas — super support for large families. If only they would give this land on time," he emphasized. He also does not consider the alternative of monetary compensation: "If they only give 200,000 rubles, what can I get with that? In Kaimary, a hundred square meters of land costs 450-500 thousand, and sometimes even more."

      Closing the land deficit for large families

      About 400 plots in the settlement are allocated as part of an agreement between the city executive committee and the ASG group of companies following the court's approval of a settlement agreement on the lawsuit by the republic's prosecutor Albert Sujargulov.

      Currently, there are 18,173 large families registered in Kazan with the right to receive a land plot. Of these, 10,960 families have already chosen plots, while 7,213 still need to be provided (with 2,168 plots being prepared for transfer). As clarified by the Prosecutor's Office of the Republic of Tatarstan, the final deficit to satisfy the queue of large families in Kazan is 5,026 plots.

      The transfer of 400 plots in "Generation" is the first stage of work. In the future, more land will need to be allocated. The Deputy Prosecutor of the Republic of Tatarstan, Vladimir Posokhov, emphasized: "The task is to completely eliminate the queue of large families." According to him, the goal of the off-site meeting was to "test the technologies" for providing land with the necessary infrastructure — proactively. The settlement will have access roads, the possibility of connecting gas and energy supply. "This is a completely different quality of support for our population," he emphasized.

      In turn, the Deputy Head of the Ministry of Construction of the Republic of Tatarstan, Vladimir Kudryashev, stated that providing land for large families is a systematic job based on strict criteria: "For about two years, we have been closely working on selecting sites — together with the Ministry of Land and Property Relations of the Republic of Tatarstan and the Institute of Spatial Planning of the Republic of Tatarstan. At the same time, we are guided by clear urban planning criteria. The plots must adjoin populated areas, have basic social infrastructure nearby, access roads with a solid surface, and be suitable from a geological perspective, primarily the absence of karst formations is important."

      Special attention is paid to engineering infrastructure, primarily water supply: "This issue needs to be approached comprehensively. There were sites where providing drinking water supply was either very costly or completely impossible — we eliminated such options." Another important factor is the conversion of land from agricultural designation to the category of land for populated areas. This can only be done with the approval of the Ministry of Agriculture of Russia. In the settlement, some procedures have already been completed: the general plan has been approved, land use and development rules have been developed, and the planning project has undergone public hearings.

      The planning project provides for places for social infrastructure — one school for 1,200 places and three kindergartens. However, their construction will depend on the pace of settlement. Until these facilities are built, children will be able to attend educational institutions in neighboring populated areas, officials reported.

      Plus another 10,000 plots within the "Green Arc"

      During the off-site meeting, the landowner confirmed readiness to close the deficit of plots for large families in Kazan. Rinat Aisov, director of territory development at ASG Group, explained the business participation model: "Our group of companies integrates this task into its own social mission — it logically aligns with our main profile, territory development. In November 2025, we signed an agreement for the preparation and transfer of 400 land plots. This is an unprecedented experience; the plots are being transferred already ready for development."

      The market value of 10 acres in this location reaches 3.5-4 million rubles. Thus, large families receive not just land, but a truly valuable asset. Given the proximity to Kazan, the roads being laid, and the prospects for connecting to utilities, the price of the plots may significantly increase in the coming years. An important advantage is the integration into the overall development project. Commercial infrastructure will appear within walking distance, sites for social facilities have been reserved, and a significant share of greenery is planned.

      The comprehensive solution to the problem of large families in Kazan will not be limited to this location. As a second step, the land developer Alexey Semin plans to transfer land for the formation of about 10,000 plots as part of the "Green Arc" project in sought-after directions — within 15-25 minutes' drive from Kazan in the territories of four border districts: Laishevsky, Vysokogorsky, and Verkhneuslonsky.
