      The lower house of parliament has adopted in the final reading a law that grants the subjects of the Russian Federation the right to independently impose a complete ban on the retail sale of vapes, liquids for them, and other electronic nicotine delivery systems within their territory. According to data from the Legislative Activity Support System, the law was approved in the second and third readings. The ban on the sale of the specified goods may take effect from March 1, 2027, to March 1, 2032. The provision appeared as an amendment to the second reading of the bill on licensing retail and wholesale trade in tobacco and nicotine-containing products. Subjects of the Russian Federation that decide to impose a ban are required to notify Rosalkogoltabakcontrol. The agency, in turn, must publish a list of such regions on its official website.
