As explained by the civil defense specialist of the Upper Uslon district, Olga Ablaeva, traditional notification systems do not always cover remote settlements, while the sound of bells and loudspeakers can be heard from a significant distance. "Traditional notification means do not always cover the remote villages of the district, while the bell tower of the church or the amplified voice from the minaret can be heard several kilometers away. Moreover, this format ensures an immediate response from people, as the sounds of the azan and the bell are historically associated by residents with gathering and the need for joint actions," noted Olga Ablaeva. For prompt information dissemination, representatives of the clergy are included in special groups through which they receive information from relevant services about the threat of attacks on the territory of Tatarstan. After receiving a message, they immediately relay the signal to residents. According to Olga Ablaeva, before implementing the new system, field meetings were held in settlements where there is no technical capability to organize centralized notification. The initiative was supported by representatives of the district's clergy.
