According to the approved roadmap to combat bullying, up to a third of schools will switch to reconciliation programs, and social networks will be monitored for aggressive content.

The Prime Minister of the Republic of Tatarstan, Alexey Pesoshin, signed a significant resolution that approves a comprehensive and detailed roadmap for the prevention of bullying in educational institutions and children's collectives for the period from 2026 to 2030. The document, developed based on an analysis of the current situation, obliges 10 relevant ministries and departments to work according to unified standards and in close coordination to reverse the alarming trend of increasing aggression among minors. According to the text of the resolution, by 2030, the share of schools, colleges, and social institutions actively using mediation practices, including restorative meetings and reconciliation programs, should increase from the current 15 to 35 percent. To achieve this, the number of specialists who have undergone advanced training in methods for identifying bullying and working with both aggressors and their victims is planned to increase from 850 to 950 people. These employees will become a key link in the early response system to conflicts. Special emphasis in the roadmap is placed on countering cyberbullying, which is becoming the dominant form of bullying today. At the same time, the coverage of children by the additional education system will be expanded to engage them in productive leisure activities. In total, over five years, it is planned to conduct at least 350,000 preventive activities and consultations for children, parents, and educators in the republic. The Ministry of Education and Science of Tatarstan is responsible for monitoring the implementation of the program, and the responsible agencies will report annually by February 1. It was previously reported that the average age of residents of Tatarstan has exceeded 40 years. According to statistics, women give birth to their first child after the age of 29, while the birth rate itself is declining.
