More factories than housing: what is being built today in Naberezhnye Chelny

      The cost of a square meter in new buildings in Naberezhnye Chelny has reached 160 thousand rubles.

      Two-thirds of new objects are industrial.

      In the first half of 2026, 119 permits were issued for the commissioning of facilities in Naberezhnye Chelny. As reported at a meeting by the deputy head of the executive committee Mansur Fattakhov, the largest share consisted of industrial and production-storage facilities – 66%. Residential buildings accounted for 17% of the commissioned objects, commercial-office spaces for 6%, and another 11% were other buildings and structures. Among the largest facilities commissioned since the beginning of the year are the packaging workshop and finished goods warehouse of "Essens Production AG," production buildings of "Techno-logika," "Megatron," "Tempo," the building of "Plastkam," as well as the business office center "Auto Expert." New production facilities continue to be built in the city. This includes the production-logistics center of "Riat" with an area of 32 thousand square meters, the production building of "StyleLine," the processing plant for technical crops of "Agromai," new buildings of "Leadertrack," "Huanhe," "Luch," the warehouse of the cardboard-paper mill named after S.P. Titov, and other facilities.

      "Building industrial facilities is our way of life."

      Commenting on the results of the first half of the year, Mayor Nail Magdeev emphasized that the mass construction of industrial facilities indicates that companies, despite difficult economic conditions, continue to invest in development. "This is very important. In the overall volume of commissioned objects, the dominant share is indeed industrial facilities," noted the mayor. He emphasized that industry remains the main direction of development for the automotive city. "The city of Naberezhnye Chelny has been, is, and will remain a major industrial center. This is our destiny. We are not a city for excursions. We have no historical landmarks. To each their own. Therefore, building industrial facilities is our way of life," he said. According to the mayor, the construction of new production sites indicates that businesses are confident in the future and are planning for years ahead. "If you are building a production facility, you are thinking about today, tomorrow, and the day after tomorrow. This means there are certain prospects for further development," stated Magdeev.

      Demand for primary housing has decreased in Chelny.

      In Naberezhnye Chelny, demand for new buildings has decreased compared to last year. However, in the first half of the year, sales of primary housing reached 13 billion rubles – more than in previous years. As Mansur Fattakhov explained, this is related to rising prices: the average cost of a square meter is currently about 160 thousand rubles. At the same time, the pace of housing construction remains high. In 2026, the city plans to commission 300 thousand square meters of housing. The program includes two buildings under the "Rental Housing" program, 26 investment apartment buildings with 5082 apartments, as well as 25 thousand square meters of individual housing. In the first half of the year, more than 240.2 thousand square meters of housing have already been commissioned in Chelny – about 80% of the annual plan. According to Fattakhov, there are currently 22 developers in the city constructing commercial housing under shared legislation. More than 50 apartment buildings with a total area of about 600 thousand square meters are under construction. The deputy head of the executive committee also emphasized that one of the priorities remains the construction of housing under the social mortgage program. Currently, 752 families are in line to receive it, compared to 459 a year earlier, while construction of houses under the program continues.

      6.3 billion rubles allocated for schools, dormitories, and social facilities.

      In 2026, social facilities are being built and renovated in Naberezhnye Chelny under federal and republican programs for a total of 6.3 billion rubles. As Mansur Fattakhov reported, one of the largest projects remains the construction of two dormitories for the Naberezhnochelninsky Institute of KFU for 1082 places at a cost of about 2 billion rubles. Currently, work on the construction of the monolithic frame and roof has been completed, builders are installing engineering networks, windows, and internal partitions. The readiness is 30%. About 1.4 billion rubles have been allocated this year for the capital repair of educational institutions. Under the federal project "All the Best for Children," schools No. 55, No. 58, and Lyceum No. 78 named after A.S. Pushkin will be renovated. Their readiness ranges from 78 to 97%. The capital repair of school No. 45 is almost complete – the facility is 99% ready. Work continues in kindergartens "Little Prince" and "Alsu," the dormitory of the Naberezhnochelninsky Polytechnic College is being renovated, and the food blocks of six schools are also being repaired.

      Hospitals, cultural institutions, and sports facilities are being updated.

      The city is updating the concert hall named after Sary Sadykova, completing the renovation of Children's Music School No. 2, continuing work at the "Zarya" sports school, and has begun the reconstruction of the "Chelny" sports school. In the healthcare sector, the infectious diseases hospital, the building of the oncological dispensary, which will house a branch of the Republican Clinical Ophthalmological Hospital named after E.V. Adamyuk, the bureau of forensic medical examination, as well as preparing for the repair of the premises of the Emergency Medical Care named after R.S. Akchurin and the Hospital for Veterans of Wars are being renovated. In the youth sector, the capital repair of the "Zaman" center has already been completed, while work at the "Orion" center is still ongoing.

      The mayor's office, "Pribrezhny" park, and the Tabeev embankment are being transformed.

      In Chelny, administrative buildings and public spaces are being transformed. The capital repair of the facade of the Naberezhnye Chelny mayor's office, costing 300 million rubles, is nearing completion – the readiness is 91%. Under the federal project "Formation of a Comfortable Urban Environment," the fifth stage of the improvement of "Pribrezhny" park is ongoing. Wooden walkways, a pedestrian bridge, stairs, and a ramp for people with limited mobility are being constructed here, as well as outdoor lighting and video surveillance networks are being laid. The work is 46% complete. At the same time, the fourth stage of the improvement of the embankment named after Fikryat Tabeev is underway. Video surveillance systems, automatic irrigation, and a new pavilion are being installed here. The readiness is 45%. In conclusion, Mansur Fattakhov invited Chelny residents to celebrate Builder's Day, which will take place on August 7 at 5:00 PM in the "Pribrezhny" park square.

      "All these are important projects for the residents."

      Summarizing, the mayor of Naberezhnye Chelny Nail Magdeev noted that a large number of projects are being implemented in the city simultaneously – from the capital repair of schools and kindergartens to the renewal of communal infrastructure and public spaces. "Quite a few social and cultural facilities are currently under construction, and this is good, despite the difficult times. The Republic of Tatarstan, the head of the republic Rustam Nurgalievich Minnikhanov, and the Government of the Russian Federation find opportunities to allocate funds for the repair of social and cultural facilities," he emphasized. According to Magdeev, in addition to social facilities, nearly 2 billion rubles of federal funds have been allocated this year for the modernization of communal infrastructure – the repair of water supply and sewage networks. The mayor also highlighted environmental projects. The cleaning of the Melekski River is currently ongoing and is expected to be completed in 2027. Additionally, the city hopes to begin cleaning the Chelny River next year under a federal program. Also, according to the city's leader, about 3 billion rubles are allocated for the repair and construction of roads from various funding sources. "Overall, this is a very comprehensive program related to the capital repair of the city's life support facilities. Schools, kindergartens, roads, water supply facilities – all these are important and necessary projects for the residents of our city," concluded Nail Magdeev.
