A large-scale forum "REBUS 2026" is starting in Kazan.
The capital of Tatarstan is preparing to host a major industry event: from November 11 to 13, the fourth International Forum "REBUS 2026" will take place here. The key focus of the event is urban planning in historical settlements. An important innovation this year will be the integration of the forum with the International Construction Week of BRICS. The geography of the event is impressive: delegates from 65 Russian regions and 28 foreign countries (including CIS, SCO, and BRICS+) will come to Kazan. According to the organizers' forecasts, more than two thousand people will attend in person, and the online audience will exceed 2,500 viewers. The event has received support at the highest level: among the partners are the Ministry of Construction of the Russian Federation, federal development institutions, and the Head of Tatarstan, Rustam Minnikhanov. According to the head of the republic, the historical center is not just an architectural heritage but also a powerful driver of the economy. Competent revitalization of such areas directly affects tourist flow (which has already reached 4 million people per year in Tatarstan) and attracts private investments. A common thread throughout the business program will be the problem of finding a compromise between strict protective restrictions and the necessity for modern development. Developers often perceive the status of a historical settlement as a barrier. The task of the forum is to transform this perception, showing how heritage can become a competitive advantage and a tool for a quality upgrade of the urban environment. Experts will also discuss how to synchronize national projects with regional initiatives, avoiding bureaucratic collisions. Unlike previous years, where theory predominated, "REBUS 2026" will focus on practical tools. The business part includes a plenary session and more than 20 specialized sessions. Speakers will share successful cases from Tatarstan's practice, discuss tax incentives, mechanisms for attracting investments, digitalization of the industry, labor shortages, and international experience from colleagues in the EAEU and BRICS+. Alongside the discussions, competitive and exhibition activities will unfold. The review competition "REBUS 2026: Heritage" will evaluate projects in five areas, including the best renovation, breakthrough technologies, and management concepts (applications are accepted on the website rebusforum.ru). Winners will receive a powerful informational boost and access to federal platforms. Additionally, guests will see the exhibition "Framework of Time," dedicated to the 10th anniversary of the republican Interdepartmental Commission on cultural heritage sites, and will witness a "battle of neural networks" in the field of urban planning. The result of three days of intensive work should be not just an exchange of business cards but the creation of a package of methodological recommendations for the regions and a package of legislative initiatives for the federal center. The audience of the forum is maximally diverse: from federal ministers and heads of historical cities to developers, architects, representatives of DOM.RF, VEB.RF, and specialized media (by the way, a separate press tour is organized for journalists). The Kazan forum is confidently expanding its scale. If in 2023 it brought together experts from 15 countries, and in 2024 from 23, then in the previous year, 2025 (in tandem with the "GROWTH" forum), the event gathered speakers from 35 countries. In 2026, the organizers' ambitions are even higher: they plan to establish "REBUS" as the main federal platform for developing a unified state policy for the development of historical territories.
