Dock for 2.4 billion: a battle has unfolded in Kazan for the main asset of Lokomotiv.

      From a deal for 100 rubles to removal from the register: a long-standing dispute over an object whose value is much higher than the state assessment

      The Kazan "Center for Sailing Sports and Water Tourism" is preparing an appeal against the court's decision that denied it ownership rights to the pier wall on the Lokomotiv peninsula. The structure was removed from the register as non-existent, even though it has been functioning for decades and hosting mass events, including a recent yacht and boat exhibition. The object was mentioned in a criminal case regarding the sale of the Volga water area for 100 rubles, was valued at 180 million in the enforcement proceedings, and its cadastral value was indicated as 2.4 billion in the extract from the Unified State Register of Real Estate (EGRN). Such a colossal difference sets the scale of the conflict, in which a fierce struggle for a lucrative asset has unfolded.

      Dispute over the pier wall: criminal case and bankruptcy

      Preparing for a new phase of a protracted legal battle, the chairman of the Association "NP 'Center for Sailing Sports and Water Tourism'" Oleg Tyurin spoke about the long-standing dispute surrounding the Lokomotiv pier wall. The concrete structure was created on the peninsula by the sailors themselves back in the 1990s, and in 2003, a non-profit partnership was established. The area became the main platform for the development of sailing sports in Tatarstan and a specialized children's school. In 2003, the first technical passport for the embankment was issued. Subsequently, the object was assigned to the center, headed at that time by Tyurin's former partner, Andrey Trofimov. An important milestone was obtaining the right to use the Volga water area in 2008, with a subsequent extension in 2013: the center won the bidding and signed a water use agreement with the Lower Volga Basin Water Management. This complex of assets — pier infrastructure and water use rights — became a key source of income and the foundation of the center's activities. As courts later established, without these objects, the functioning of the association, including the development of the material and technical base and the conduct of sports events, was impossible.

      However, after a change in leadership in 2018, it became clear that the pier wall had been removed from the organization's balance sheet. In a chain of sham transactions, the object was sold for 100 rubles to the company "Volzhsky," owned by the son of the former center director, Vadim Trofimov. A criminal case was initiated against the businessman for large-scale fraud, abuse of power, and misappropriation of property (Articles 159, 160, and 201 of the Criminal Code of the Russian Federation). The case was closed due to the death of Trofimov Sr., while the younger Trofimov, according to a source from the publication, now lives abroad.

      In 2022, the Arbitration Court of Tatarstan annulled the sham transaction for the sale of the pier wall, recognizing the contract between the center and "Volzhsky" as invalid. Vadim Trofimov was ordered to pay 7.4 million rubles for unjust enrichment. However, over the years, the company went bankrupt, and the bankruptcy proceedings were completed in June, finding no assets. The amount of the creditors' claims registry was 7.5 million rubles, of which only 20 thousand could be settled.

      Legal uncertainty and removal of the object from the register

      Despite the court rulings, the status of the pier wall remains disputed: the appellate instance in Samara recognized the need to return the object to its original state and transfer it to the association. But in practice, legal uncertainty arose — the structure has been operated for many years as intended, even though on paper it seems to have ceased to exist.

      According to Tyurin, the situation was exacerbated by the actions of the Kazan Committee for Land and Property Relations. In September 2024, the KZIO commission drew up an act stating that the object had ceased to exist, and on this basis, Rosreestr removed it from the register. The chairman of the association, contesting the decision, involved a cadastral engineer who confirmed the existence of the pier wall. Additionally, he appealed to the Kazan inter-district environmental prosecutor's office, which established that the commission's act was drawn up with violations: it lacked photo and video documentation, coordinates, and other mandatory data. But most importantly, two months after the act was drawn up, KZIO officials themselves acknowledged the existence of the structure in response to Tyurin's inquiry:

      — According to information from the EGRN, within the land plot with cadastral number 16:50:012006:40, there is a non-residential premises (pier wall) with cadastral number 16:50:000000:13252, with an area of 3,513.9 sq. m. The ownership rights to this object are not registered, — states a letter from the Committee for Land and Property Relations dated November 2024.

      "Real Time" sent inquiries to the Kazan executive committee and the Rosreestr office in Tatarstan requesting clarification on the situation regarding the removal from the cadastral register of a previously accounted and still existing real estate object.       Current court process and new claims

      Oleg Tyurin himself describes the absurdity of the situation almost as a legal paradox: "It turns out that the object exists, but it fell from the sky. Then they quickly realized that they could take it." The yachtsman believes that the dispute is more about property than law.

      The head of the Center for Sailing Sports emotionally characterizes the situation: "This is equivalent to saying: 'We see that you exist, but you lost your passport. Sorry, you are not here.' So the pier wall exists, but KZIO claims it does not." In his words, there is not only legal but also personal resentment — he associates the fate of the object with his own years of work for the benefit of the city. The speaker emphasizes the scale of the disputed asset:

      — The object was valued at 180 million rubles in the enforcement proceedings, while its cadastral value was indicated as 2.4 billion in the EGRN extract. It would be nice for someone to acquire such a tempting piece built with public organization funds, — lamented Tyurin, explaining why such a fierce struggle is underway for the object.

      At the end of 2025, the association filed a lawsuit against the heir Arina Trofimova, the Kazan Executive Committee, KZIO, and the Rosreestr office in Tatarstan, demanding to recognize the removal of the pier wall from the cadastral register as illegal, restore its previous status, and recognize the ownership rights of the Center for Sailing Sports. The applicant insists that for decades it has been using the object in good faith and openly: this is confirmed by contracts for electricity supply, maintenance, and repairs. At the same time, new claimants for the object have emerged — representatives of a religious organization, who assert that the supporting wall for watercraft and sports sailing yachts has a religious purpose — the center requested to deny them their claims.

      The publication attempted to contact Arina Andreevna to learn her position on the dispute with the sailors' association. Trofimova has not yet responded to calls and messages. The editorial office is ready to publish her viewpoint on this issue at any time.

      After the denial in the first instance court, the association intends to appeal to the Supreme Court of Tatarstan to finally secure the legal status of the object and protect the interests of the Center for Sailing Sports as a public organization developing the urban embankment and sports infrastructure in Kazan. Oleg Tyurin explains why he considers his use of the object to be in good faith:

      — We constantly operate this pier wall. This is confirmed by documents — work on concreting, bank protection, current maintenance. We still have a contract for electricity supply, — he said, emphasizing that this is not just a formality, but proof of a real contribution to maintaining the object.

      He separately focused on the social mission of the project: "I have fought all my life for people to walk along the embankment — just like on Kabana, so that everything is open and accessible. I especially like it when families with children walk here — it immediately brings a smile. We are a non-profit partnership, we do not have the right to distribute profits among participants, we can only direct it to improving conditions: repairing pontoons and so on." Tyurin noted that this is about accessible urban space, which the association strives to preserve for the citizens.

      The response from Kazan officials to his appeal within the framework of direct communication with the President of Russia caused particular outrage for the head of the Center for Sailing Sports. Oleg Tyurin complained about the inaction of local authorities in restoring the state accounting of the pier wall object: "In their response, they attached an old document stating that 'everything is fine, the pier wall does not exist.' They write this to me and send the same response to Putin."
