Tatarstan proposed to change the rules for transferring federal property to the regions.
A meeting chaired by Andrey Kuteppov, dedicated to the effective management of regional and municipal property that is unused or not fully utilized, was held in video format. This was reported by the press service of the Ministry of Land and Property Relations of the Republic of Tatarstan. Tatarstan was represented at the meeting by Arthur Galiev, the first deputy minister of land and property relations of the republic. He spoke about the region's approach to the inventory of such properties and their involvement in economic circulation. As a result of the inventory, by the beginning of 2026, 123 properties out of the total number of unused real estate in the republic had already been written off, and another 32 had been brought into economic circulation. At the meeting, the Ministry of Land and Property Relations of Tatarstan proposed to change the procedure for transferring federal property to regional and municipal ownership. In particular, the republic suggests abandoning the requirement to actually use the property as a mandatory condition for its transfer. Additionally, it is proposed to cancel the 10-hectare limitation for territorial bodies of Rosimushchestvo to make independent decisions, switch to electronic document management, and create a unified database of federal property. Another initiative is to enshrine at the legislative level the possibility of leasing state property and privatizing it with investment obligations. According to the developers, this mechanism will allow attracting private capital for infrastructure development without direct budget expenditures. To implement these proposals, the Ministry of Land and Property Relations of Tatarstan has already prepared the corresponding draft law and sent it to the Federation Council.
