The State Duma, under the conditions of 30,000 sanctions, has provided the legislative foundation for the development of Russia, Tatarstan, and Menzelinsk. The results of the work of the eighth convocation of parliament are summarized by the deputy of the State Duma of the Russian Federation, the first deputy chair of the committee on small and medium entrepreneurship, Alfiya Kogogina.
“Laws are adopted in Moscow - for the people in the regions”
- Alfiya Gumarovna, just recently the final meeting of the State Duma of the eighth convocation took place. What are the main results of the parliament's work?
- In recent years, Russia has faced numerous challenges: the pandemic crisis, unprecedented sanctions, and the disruption of logistics chains. The main result has been that we all united around our leader Vladimir Vladimirovich Putin for the main goal - future victory, and we have become a truly united country. I think you feel it too.
The State Duma focused its efforts on ensuring the country's defense capability, supporting participants of the special military operation (SMO) and their families, fulfilling all obligations to citizens, and developing the domestic economy and entrepreneurship.
About 3,000 federal laws have been adopted, with nearly 40% being socially oriented. Of course, federal laws are adopted in Moscow, but for the people who live in the regions.
- And which of them do you consider the most important?
- There are many in every area. I will name just the main ones.
Maternal capital, social payments, and insurance pensions have been indexed annually above inflation. Finally, the indexing of pensions for working retirees has been resumed. You know how often workers from industrial enterprises in the district asked for this?!
To combat illegal migration, 32 laws have been adopted.
It is important that the State Duma has tried to respond promptly to new challenges. Problems with fuel arose - amendments to legislation were developed. I see that the situation is stabilizing, there are fewer queues at gas stations, and fuel is available.
“Everyone in one formation”
- The topic of the special military operation concerns each of us. What legislative changes has the State Duma supported for its participants?
- In this direction, 183 laws have been adopted. It was a difficult and meticulous job in collaboration with the Ministry of Defense and the regions.
For participants of the SMO, credit holidays have been introduced, a moratorium on penalties for utilities, and all social payments are protected from deductions due to enforcement proceedings.
Military personnel and two of their relatives have been given the opportunity for free travel to the place of the military medical commission and back. By the way, this request was voiced by the fighters of our sponsored Guards Regiment No. 430 when I brought them humanitarian aid once again.
Veterans of the special operation have the right to free secondary vocational education, and they and their children have special conditions for admission to universities.
I always discuss this topic with our fighters on the front line, and they confirm that the support measures are relevant and tangible. The guys feel that everyone is contributing to the future victory. Everyone in one formation.
- And what about the economy? It is hard to win without it.
- I agree with you. Victory on the front is only possible with victory in the rear. With a strong and effective economy.
State support in the form of preferential loans, subsidies, and tax reductions has been directed primarily to priority sectors: the defense industry, manufacturing, agriculture, technology companies, IT, tourism, creative industries, public catering, and others.
For example, laws on preferential taxation have been adopted for entrepreneurs (in manufacturing and high-tech sectors, insurance contribution rates were reduced fourfold - from 30% to 7.6%, and for all others - twofold), on umbrella guarantees, and on support for small and medium-sized businesses in mono-cities. Access to government procurement has been expanded.
The State Duma has managed to achieve a significant reduction in administrative pressure on businesses and unjustified criminal prosecution of entrepreneurs.
Taking this opportunity, I would like to thank the workers of the countryside. Thanks to your labor, the country has harvested the third-largest grain crop in history - 144.6 million tons. Russia fully provides itself with grain, sugar, vegetable oil, meat and meat products, and fish. A low bow to you!
“People are the main thing”
- If the economy feels confident, then the budgets of all levels are growing. And funds are directed, among other things, to caring for families and children, is that so?
- You are right - a significant portion of state funds is allocated for these purposes. The total "children's" budget of Russia, according to the federal budget law for 2026-2028, will exceed 10 trillion rubles.
Among the decisions made, the most important is that for the first time, disparate measures have been linked into a single support system - from the birth of a child to adulthood.
Maternal capital is growing above inflation - today it amounts to almost one million rubles.
The tax deduction for children has been doubled.
A unified benefit for children from birth to 17 years has been introduced and fully financed.
Maternity and childbirth benefits for students have increased fivefold.
In general, more than 7 million schoolchildren are fed at the expense of the budget. You know, when we inspect the progress of capital repairs of schools and kitchens as part of parliamentary control, I always ask the kids if they like the food. The young Menzelinsk residents respond in unison: “Very much.”
At the request of the regions, work continues to protect children from vapes, gas-containing products, energy drinks, and trash streams.

- Laws must turn into concrete results for people, leading to an increase in the quality of life, do you agree?
- You are directly repeating the words of the Republic's leader! Rustam Nurgalievich says: “It is not enough to adopt good federal laws; it is important to ensure that every law and national project works for the development of Tatarstan and its residents.” I also adhere to this approach (smiles).
You know, we have order in Tatarstan - each state program and project is assigned a specific deputy of the federal parliament. My area of responsibility includes regional economy, industry, mono-cities, and small business, which encompasses 10 programs. In these areas, over the past few years, more than 450 billion rubles have been attracted from the federal budget for industrial development, about 110 billion rubles for supporting SMEs, and 8.6 billion rubles for the development of mono-cities.
Tatarstan is developing at an accelerated pace both in the economy and in the social sphere. In recent years, thanks to federal and republican funds, more than 30,000 social facilities have been built, capital repaired, and improved!
- These are colossal volumes. What transformations do you see in our district?
- Menzelinsk is an active participant in all federal and republican programs. Over these years, dozens of facilities have been built, capital repaired, and equipped in the district. And each one works for the development of the region and is important for the people.
This includes a large-scale renovation of the central district hospital, including the equipping of the children's clinic, 15 new and renovated outpatient clinics. Two rural houses of culture and two rural councils, a football arena have been built. The construction of the long-awaited gymnasium and multifunctional sports center in the "Sadak" microdistrict is nearing completion.
In education, culture, and sports, more than 20 buildings have been capital repaired: schools, kindergartens, a medical college, and a dormitory for the pedagogical college, art schools, sports halls, and the youth center "Yalkyn."
The embankment and School Square, Lenin Park, and Karl Marx Street, as well as public spaces in the villages have been improved. Miles of roads, water supply systems, and water and gas supply networks have been renewed. The "Our Yard" program and the capital repair of apartment buildings continue.
All this has become possible thanks to teamwork - society, business, and government. Taking this opportunity, I would like to express my sincere gratitude to the residents of my district, the leaders of cities and districts, and the government of the republic for our joint work! Of course, life constantly presents us with new challenges, and we must seek solutions to them.
