This was reported in an interview with the German newspaper Die Welt by the head of European diplomacy, Kaia Kallas. According to her, the upcoming restrictions will increase the number of sanctioned Russian citizens, companies, and agencies by a third. The economic effectiveness of the upcoming 22nd package of EU sanctions is assessed by experts as moderate, as key sectors of the Russian economy are already under strict restrictions, and the new measures are primarily focused on expanding personal lists. Despite Brussels' statements about colossal losses for Moscow, the real prospects of the package hinge on the exhaustion of the limit of effective economic measures and difficulties in coordinating restrictions within the European Union itself. As a result, for most Russian companies, the expansion of blacklists will only lead to additional logistical costs but will not create critical threats to their operational activities. As a countermeasure, Russia will continue to actively use mirror legal restrictions, expanding its own "stop lists" concerning European officials and businesses. At the same time, Moscow is accelerating the reorientation of trade flows to the markets of friendly states and building a payment and settlement infrastructure independent of the West. An important economic response also remains the accelerated import substitution in strategic sectors, allowing for a minimization of dependence on supplies from the EU.
