
More than 80% of migrant children in Tatarstan successfully passed the Russian language test.
In Tatarstan, 82% of migrant children successfully passed the Russian language test for school admission. This was reported to journalists at Kazan School No. 51 by the Deputy Minister of Education and Science of the Republic of Tatarstan — head of the Department of Supervision and Control in the Field of Education of the Ministry of Education and Science of the RT, Ramis Muzipov.
“Since April 1, when the new rules came into effect, 554 children have applied for school admission in Tatarstan; 524 of them were admitted to Russian language testing. Thirty children were unable to present a full set of documents and therefore were not admitted to the testing. Of the 524 children, 427 successfully passed the test, which is 82%,” he said.
Muzipov explained this high success rate by the fact that most of the foreign children have been living in Russia for a long time and communicate with Russian-speaking people. In addition, he said, some of them attended preschool educational institutions in the republic, where they “immersed themselves in a language environment.”
The deputy minister noted that children who failed the test could reapply after three months. Additional Russian language courses have been organized for such children.
An accelerated Russian language training program for children of foreign citizens has also been developed in Tatarstan. The course lasts 72 hours. Fifty-four schools were designated for accelerated Russian-language instruction for children who failed the test and for those preparing for it.
“As of today, 54 children attend such courses in educational organizations. Four children left Russia. Seventeen children are learning Russian by self-study. Consultations with schools are organized for them. Additional venues for studying Russian have been opened at the House of Friendship of Peoples in Kazan, Naberezhnye Chelny, Nizhnekamsk and Almetyevsk. Russian language instruction is provided by Sunday school,” Muzipov emphasized.
Across Russia, a new procedure for enrolling children of foreign citizens in schools starting from first grade has been in effect since April 1. In particular, foreign children must pass a Russian language test. Documents confirming the lawfulness of their stay in Russia must also be provided.
“After document verification, children are admitted to testing. It is held on the last Wednesday of each month. Six rounds of testing have already been held. Tasks are prepared by Rosobrnadzor for each grade of primary, basic and secondary school. We do not participate in their development,” the deputy minister clarified.
The testing consists of two parts — oral (speaking, interview) and written. For first graders only an interview is provided. The testing takes from 15 to 75 minutes.
Kazan School No. 51 educates students of 15 nationalities, including about 100 foreign citizens. Therefore, for more than five years the educational institution has been running Russian language courses.
Ninth-grader Oyatillo Mamatzhanov, who studies at this school, has lived in Tatarstan since early childhood; he came from Kyrgyzstan. “But I am Uzbek. Studying is not difficult for me, and my Russian language grade is almost a five. I have many friends in my class, and we communicate in Russian. I want to stay in Tatarstan and work as a software engineer,” he said.
