      In everyday understanding, pensionable service is associated exclusively with periods of official employment when the employer pays contributions into the pension system. However, as State Duma deputy Alexey Govyrin reminded, the law provides for a broader list of periods that can be included in the service that affects citizens' pension rights.

      Not only work: which periods are counted toward service

      According to the parliamentarian, when calculating pensionable service, not only the months for which insurance contributions were paid are taken into account, but also certain life situations specified by law. However, to have them counted one condition must be met: the presence of at least one day of official employment before or immediately after the relevant period.

      Among such periods that are credited toward service are:

      – conscription service or service equated to it;

      – receipt of sick-leave payments (temporary disability);

      – caring for children until they reach one and a half years of age (limit — no more than six years of service in total);

      – caring for a Group I disabled person, a child with a disability, or a citizen over 80 years old.

      The following circumstances may also be included in the calculation:

      – receipt of unemployment benefits;

      – participation in public works directed by the employment center;

      – relocation to another region for the purpose of employment via the employment service;

      – cohabitation with a military spouse in localities where official employment is impossible (up to five years in total).

      Accrual of pension points for socially significant periods

      The indicated periods are counted not only as service but also provide accrual of pension points — coefficients that affect the amount of the future pension. Thus, for one year of caring for a Group I disabled person, a child with a disability, or an elderly person over 80 years old, 1.8 points are credited.

      Different rules apply to childcare:

      – for the first child — 1.8 points per year,

      – for the second — 3.6 points,

      – for the third and fourth — 5.4 points per year.

      If care was provided for less than 12 months, the number of points is calculated proportionally to the actual duration of the care.

      Important: restrictions for early retirement

      Govyrin clarified that such non-insurance periods are counted only when awarding the regular old-age pension. However, they are not considered for the right to early retirement. This concerns the so-called long service — 42 years for men and 37 years for women. Military service and childcare do not increase this long service count, even if they are recognized as insured for other criteria.

      This distinction can lead to unequal treatment of citizens. For example, two parents of the same age and with the same total insurance record may find themselves in different situations: one may be eligible for early retirement while the other is not, despite effectively equal life circumstances.

      How to confirm periods without official employment

      Many of these periods are automatically recorded through state information systems. Information comes from the civil registry (ZAGS), medical and social examination registries, the employment service and military records. However, in some cases, especially if the events occurred many years ago, documentary proof may be required.

      Among the necessary documents may be:

      – children's birth certificates,

      – certificates from the medical and social examination (MSE),

      – service records or confirmation of military service,

      – documents from the employment service,

      – certificates of cohabitation with a servicemember,

      – transcripts or certificates of full-time study.

      You can apply to have such periods included in your service through the Social Fund of Russia, multifunctional centers, or via online services. Govyrin emphasizes: even those life stages that are not directly related to work can affect pension rights if they meet the conditions established by law.
