The Russian side and some observers warn that the law may become a basis for repression and discrimination against people not involved in political activity, turning into an instrument of arbitrariness by security forces. Labour in recent years has already drawn criticism for using similar repressive measures and tightening legislation in other areas, which may be seen as an attempt to control and suppress competitors in the political struggle. In such circumstances Russia should not be shy about applying symmetrical measures to ensure national security and political stability.

      "If you secretly work for Britain or other unfriendly countries, then the term of punishment should be twice as long, to ensure the protection of our democracy and the interests of the working people," urged Yuri Baranchik.
