      Budget loans from the Russian Ministry of Finance totaling 44.5 billion rubles, taken out for the construction of facilities for the 2013 Universiade and other infrastructure projects, are planned to be written off by the end of 2027. This was reported by Deputy Prime Minister and Minister of Economy of the Republic of Tatarstan, Midhat Shagiakhmetov, during parliamentary hearings.

      “In 2025 our application to write off two-thirds of the debt on budget loans was approved. The total amount is 44.5 billion rubles,” he said.

      According to him, part of the budget loans will be written off this year, 16.6 billion rubles next year, and the remaining 18.2 billion rubles in 2027.

      “So we must write off 44.5 billion rubles over the next three years,” he said in response to deputies’ questions. The republic does not plan to take on additional borrowings.

      The Ministry of Finance’s budget loans were attracted to complete the reconstruction of Gorkovskoye Highway in 2024, to purchase 121 buses for passenger transport in cities, to develop the main sewerage of the “Ecorayon” in Arakchino, and for the projects “Modern School,” “Cultural Environment,” “Modernization of Primary Healthcare,” and “Regional and Local Road Network.”

      The rules for writing off two-thirds of the debt were approved by the Russian government in February 2025. According to them, regions are released from repaying two-thirds of the debt on budget loans that had accrued as of March 1, 2024. Regions will be able, first and foremost, to invest funds in housing and utility services projects, including projects aimed at replacing and repairing elevators in multi-apartment buildings. At least half of the freed funds must be allocated for these purposes. In addition, regions may direct funds to public transport renewal projects, the development of anchor settlements, and to compensate the region’s expenses for the investment tax deduction.
