The law came into force.
New republican laws adopted at the fifteenth session of the State Council come into force. Payments to guardians and custodians will be tripled, the additional funds received this year in the republic’s budget will be directed to the implementation of social and infrastructure projects, and rehabilitated citizens will be able to register as in need of housing with the municipalities of the republic. An additional 71.4 billion rubles received will be used to finance social and infrastructure projects
On October 29, Law No. 73‑ZRT “On Amendments to the Law of the Republic of Tatarstan ‘On the Budget of the Republic of Tatarstan for 2025 and for the Planning Period of 2026 and 2027’” came into force.
The law provides for an increase in the revenue side of the 2025 budget by 71.4 billion rubles. The amendments were made taking into account actual revenues for the first nine months of the current year and expected receipts from certain revenue sources by year-end.
In particular, tax and non‑tax revenues of the regional budget were increased by 42.5 billion rubles, the planned figure for personal income tax was raised by 16.7 billion rubles, and for the property tax on organizations — by 2.6 billion rubles. In addition, non‑tax revenues grew by 21.9 billion rubles, and the “Grants” category increased by 28.9 billion rubles.
The additionally received funds will be used to co‑finance measures of national projects and federal programs, roadworks programs, capital construction and repair of socio‑cultural facilities. In addition, projects aimed at supporting agricultural producers and developing the social sphere will receive additional funding.
Taking the changes into account, the republic’s budget for this year is approved with revenues of 576.5 billion rubles, expenditures of 593.8 billion rubles; the budget deficit will decrease and amount to 17.3 billion rubles. The budget deficit is fully covered by financing sources.
The amount of payments to guardians and custodians will be increased threefold
On January 1, 2026, Law No. 75‑ZRT “On Amendments to Article 141.1 of the Family Code of the Republic of Tatarstan” will enter into force.
The law provides for an increase in the monthly payment to guardians and custodians by nearly three times — from 3,000 rubles to 8,641 rubles. It is expected that this will help attract new guardians and ensure decent conditions for children already living in foster families.
Currently, 1,715 children are being raised in foster families in Tatarstan. In 2026 the number is forecast to be 1,600.
Rehabilitated citizens will be able to register as in need of housing with the municipalities of the republic
On January 1, 2026, Law No. 74‑ZRT “On Entrusting Local Self‑Government Bodies of Municipal Districts and Urban Districts of the Republic of Tatarstan with State Powers of the Republic of Tatarstan to Register and Maintain Records of Rehabilitated Citizens as Needing Housing” will enter into force.
The law confers on local self‑government bodies the state powers of the Republic of Tatarstan to register and maintain records of the above‑mentioned citizens as needing housing.
Recall that an earlier republican law of April 25, 2025 No. 25‑ZRT “On Amendments to Article 6 of the Law of the Republic of Tatarstan ‘On Targeted Social Support of the Population in the Republic of Tatarstan’” was adopted and will enter into force on January 1, 2026. Under it, rehabilitated citizens who lost housing as a result of repressions, if they return to their previous place of residence within the republic (to those settlements where they lived before the repressions) and their family members, are recognized as needing housing.
Heads of the republic’s municipalities will chair juvenile affairs commissions
On November 11, Law No. 79‑ZRT “On Amendments to Article 7 of the Law of the Republic of Tatarstan ‘On Commissions on Juvenile Affairs and the Protection of Their Rights in the Republic of Tatarstan’” came into force.
The law provides that commissions on juvenile affairs and the protection of their rights will now be chaired by heads of municipalities, rather than by deputy heads of executive committees as before. In addition, under the law, the chair of an intra‑city commission will now be the head of the territorial body of the local administration of the urban district, rather than their deputy as was previously the case.
Raising the status will ensure more effective interagency cooperation on protecting the rights and lawful interests of minors, and on preventing neglect and juvenile delinquency.
Support will be provided to small technology companies
On November 22, Law No. 77‑ZRT “On Amendments to the Law of the Republic of Tatarstan ‘On Innovation Activity in the Republic of Tatarstan’” will come into force.
The essence of the law is creating conditions for the development of small technology companies in the Republic of Tatarstan. In particular, the law legally defines the concept of a “small technology company.” The law does not provide specific regional incentive measures but makes their application possible.
The law was developed in connection with the federal law on the development of technology companies and is aimed at forming a unified system of state support for the innovative activities of small technology companies.
In particular, the federal law allows the subjects of the Russian Federation to independently determine special conditions for providing financial assistance to small technology companies. Regional authorities have the right to develop their own support programs, allocate funds from the regional budget and establish rules for providing assistance to such enterprises. Similar changes were made to the republican law. In addition, the law was supplemented by a new Article 18.1, which establishes the specifics of providing state support to small technology companies.
This year in Russia more than 30% of small technology companies became suppliers of goods and services to the largest state customers; in Tatarstan there are 58 such companies (for a total of 3.54 billion rubles). Timely regional support, according to the authors of the law, will enable the development of small technology companies in the republic and expand the tax base if they become residents.
Changes have been made to the republic’s electoral legislation
On November 15, Law No. 80‑ZRT “On Amendments to Certain Legislative Acts of the Republic of Tatarstan” came into force.
The law enshrines provisions according to which additional elections of deputies to the State Council of the Republic of Tatarstan and to the representative bodies of municipal formations are not appointed and are not held in the year preceding the year of the main elections of deputies to the State Council and to the representative bodies of municipal formations, except in cases when, as a result of early termination of deputies’ powers, these bodies were left in an illegitimate composition.
In addition, when electronic voting is conducted, the law establishes the obligation to ensure the possibility of voting using ballots produced on a paper medium. The decision to conduct electronic voting on the territory of the Republic of Tatarstan is made by the Central Election Commission of the Russian Federation or, on its behalf, by the Central Election Commission of the Republic of Tatarstan.
