      Resident of Naberezhnye Chelny Yuliya Shaykhrazieva is a mother of three children; her husband Rustam was a participant in the special military operation and died last year. The family went on the waiting list for a land plot back in January 2016.

      "Rumors were flying everywhere. I hadn't checked the page or the movement of the queue for about five years. I opened it and saw—we were 655th. It turns out we had already been invited in August. I went to the mayor's office to see what land was available. They offered parcels in Muslyumovsky, Menzelinsky and Sarmanovsky districts, but we wanted one in Tukaevsky. I already have a house and land in Muslyumovsky District—46 sotkas. Think about it: why would I need more land in that area?" said Yuliya Rifgatovna.

      The interviewee for Tatar-inform moved to Naberezhnye Chelny from Muslyumovsky District. When the special military operation began, her husband was mobilized, and later the tragedy occurred. Thanks to the payments she was entitled to under the law, the hero's widow acquired two apartments. The elder daughter, Liya, will live in one of them in the future. Now Yuliya Rifgatovna has applied for the payment she will receive in lieu of land.

      "I thought it would be better to take the money. Even if it's not a very large sum, I plan to update the car, so I'll add the funds toward buying a new vehicle," Shaykhrazieva shared.

      The new measure, under which large families from Naberezhnye Chelny and Kazan can receive money instead of land, is viewed positively by the Tatarstan resident.

      "This is, of course, very good. In other regions this measure has been in effect for a long time. When we submitted our application, it was already in effect in Moscow and the Moscow Region," says Yuliya Rifgatovna.

      The interviewee added that many families are on the waiting list for land plots in Tatarstan. There is little free land and many people want it, so the cash payment is a good alternative.

      "We will spend the money on apartment repairs"

      Another mother of many children from Naberezhnye Chelny, Svetlana Garaeva, also raises three children. Her husband works in trade; she is a homemaker.

      "We learned about the possibility of a payment from a letter received in the mail. It said we needed to come and choose a plot. The letter also included information about the option to receive monetary compensation," Svetlana Valeryevna said.

      The Garaev family had been on the waiting list for a plot since 2022. They also wanted land not far from Naberezhnye Chelny.

      "There was a QR code in the letter. We opened the site and looked at the proposed land plots. But they were all too far away—an hour and a half's drive from Naberezhnye Chelny. That wasn't appealing, and we decided to arrange the monetary compensation," the Chelny resident noted.

      Svetlana and her husband made the decision to apply for the payment unanimously. The spouses gathered all the necessary documents, went to the mayor's office and submitted an application.

      "We recently submitted the application; it will be reviewed within a few days. Then a decision will be made," Garaeva reported.

      The couple has already decided how they will use the state support funds.

      "We will spend the money on apartment repairs and buy a computer for the children," Svetlana Valeryevna said.

      Large families from Naberezhnye Chelny have submitted 15 applications

      The law expanding options for large families was adopted in Tatarstan in October. Under it, large families living in Kazan and Naberezhnye Chelny have the right to choose—to receive a land plot from the state or a cash compensation. People have been able to submit documents for the payment since November 2.

      "Officially the procedure for receiving payments in lieu of land plots came into force on November 2. Applications began arriving literally from the first days. By November 20, 15 applications had been received from large families. There are also those who are preparing a package of documents. I will note a peculiarity: accounts must be opened for each family member, including minors. We see the demand for this form of support—people come, call, and ask about the specifics of receiving it," Lenar Gizatullin, head of the Department of Land and Property Relations of the Naberezhnye Chelny executive committee, told Tatar-inform.

      The cash payment was approved by the Cabinet of Ministers of the Republic of Tatarstan in the amount of 200,000 rubles. It can be received by families with three or more children who permanently reside in Kazan or Naberezhnye Chelny and are included in the official lists to receive land plots.

      To receive the funds, one of the parents or an authorized representative must submit an application to the local government body. The document should state the consent of all family members to exchange the plot for money, as well as the bank account details for the transfer of funds.

      After registration of the application, municipal authorities check the documents and within seven working days make a decision—to include the application in the register or to refuse with reasons indicated. Then the package of documents is sent to the Ministry of Land and Property Relations of Tatarstan, which also verifies the information and issues a final decision within a week.

      Funds are transferred within seven working days after approval. After receiving the payment, the large family is removed from the list for provision of land plots.

      After the law allowing a cash payment in lieu of a plot came into force, work to provide land will continue at the previous volume so that those who wish can receive plots.
