      Nuriyev noted that cooperation provides the investigation with evidence, names, schemes and chains. However, all information from those wishing to make a deal is thoroughly analyzed and verified. According to him, a pre-trial agreement, when a criminal case defendant reports new episodes and compensates the damage, reduces corruption risk more than if the detainee were simply “silently sitting in a colony.”

      “If a person caught in corruption strikes a deal with the investigation and compensates the damage caused — this is not leniency, it is an instrument that works in the interests of the state and society. Primarily because it exposes not an isolated episode, but the system,” Nuriyev said. “Actual deprivation of liberty is a means, but not the ultimate goal of the state. The ultimate goal of the state is to eliminate the sources of bribery.”

      Deputy head of the Investigative Committee for the republic Marsel Dulkarnayev noted that the institution of pre-trial agreements is working. He positively assessed such cooperation in Kamaev’s case.

      “In this situation, in our view, the pre-trial agreement did indeed work, since its conclusion resulted in information being obtained about other criminals,” Dulkarnayev said.
