      The corresponding decision was made by the leadership of the Republic of Tatarstan to provide comprehensive support measures for the small and medium-sized enterprise sector.

      The Republic of Tatarstan has officially established and legally enshrined the status of subjects of artisanal activity. As AiF-Kazan clarifies, the adopted law classifies as artisans representatives of small and medium-sized businesses with no more than five employees, as well as self-employed citizens. The key criterion is the production of handmade items for sale or by individual order using one’s own means of production. According to the provisions of the new law, products made by such craftsmen may be exempt from mandatory identification labeling. The specific list of goods to which this benefit will apply will be approved later by the government. As explained by the republic’s Minister of Economy, Midhat Shagiakhmetov, this measure is intended to be a significant support for the artisanal segment of small and medium-sized enterprises and will help preserve the unique cultural identity of the peoples living in the region. At present, there is no single definition of artisanal activity in Russian federal legislation. However, the federal subjects have the right to independently form and approve lists of types of such activity on their territories. Earlier the State Council of the Republic of Tatarstan adopted a law permitting the euthanasia of stray dogs housed in temporary accommodation centers. Such a decision may be made only in exceptional cases.
