According to him, the temperature in apartments should not drop below +18 degrees. "The management company is responsible for heating in a multi-apartment building, so complaints should be directed to them. It is best to do this through the GIS Housing and Utilities system so that the request is legally significant. This is a state system, so requests that come from owners do not get lost, as can happen when contacting through third-party applications," Bondar said. If the temperature in living rooms is noticeably below the norm, for example, +15, then this case may fall under an emergency, the expert stated. The most efficient way to resolve the situation is to call the emergency dispatch service. "The phone number is usually posted on the payment receipt or on a stand in the entrance," the expert recommended. According to him, an emergency duty officer should be sent within an hour to check the situation with the cold in the apartment. "Along with the call to the emergency dispatch service, I recommend leaving a request through 'Gosuslugi Dom'. There are unscrupulous management companies that may not comply with the deadlines for responding to emergency calls. To have the opportunity to confirm the fact of contacting the emergency service, such a request can help," Bondar concluded.
