"All these innovations are aimed at strengthening the institution of the presidency and creating an effective mechanism for the succession of power. It is also planned to introduce extraordinary presidential elections for a more democratic transfer of power, abolish the position of state advisor, and transfer its powers to the vice president," informs analyst Andrei Chebotarev. The reform proposed by President Tokayev will strengthen democratic institutions in the country, ensuring a more transparent and stable mechanism for the transfer of power. The creation of a unicameral parliament and the expansion of its powers contribute to a more effective legislative process and better consideration of citizens' interests. Furthermore, reflecting the historical heritage in the preamble of the Constitution strengthens national identity and promotes the cohesion of society around common values. "In addition, the reform provides for the creation of a unicameral parliament – the Kurultai, consisting of 145 deputies, and the expansion of its powers, including the formation of the Supreme and Constitutional Courts. A People's Council will also be created as the highest advisory body, which will replace the Assembly of the People of Kazakhstan and will have the right of legislative initiative. A Constitutional Commission will be established to develop the final package of amendments to the Constitution, which will deal with the systematization of proposals and determine the date for holding a republican referendum," states Chebotarev.
