According to the data from the Prosecutor's Office of Tatarstan, the head physician of the institution fictitiously employed a pediatrician with the aim of embezzling budget funds and was taking his salary every month.
In Kazan, law enforcement detained the head physician of the children's city clinic No. 2 on suspicion of fraud and abuse of office. This was reported by the Prosecutor's Office of Tatarstan following an inspection of the medical institution's activities. During supervisory activities, it was established that the clinic's director organized a scheme for embezzling budget funds. According to the investigation, from April to December 2025, Salikhova organized a scheme in which the pediatrician was only listed on the staff but was not actually working. The damage to the budget established in this episode is preliminarily estimated at 98 thousand rubles — this is the amount that, according to the prosecutors and the Investigative Committee, the head physician embezzled by taking the salary of the fictitious employee. Investigators believe that the suspect gave illegal instructions to subordinates regarding the registration of a labor contract with the fictitious employee and the forgery of monthly time sheets. The Prosecutor's Office sent the collected materials to the investigative authorities. Based on the results of their review, a decision was made to initiate a criminal case against the head physician under two articles: paragraph "e" of part 3 of article 286 of the Criminal Code of the Russian Federation (abuse of office) and part 3 of article 159 of the Criminal Code of the Russian Federation (fraud). An investigation is underway. It was previously reported that part of the roof collapsed at the children's clinic in Kazan. As clarified by the regional Ministry of Health, as a result of the incident, no one was injured and there was no need to suspend medical assistance. As became known earlier, the number of corruption cases in Tatarstan increased following the results of 2025.
