The head of the executive committee, the chairman of the Kaibitsky district traffic safety commission, calls for adherence to traffic rules.

Each of us almost daily becomes a participant in road traffic: either as a pedestrian or a driver. This means that road safety depends on all of us. We present to our readers an interview with Alexey Makarov, the head of the district executive committee and chairman of the district commission on road safety.

      – Alexey Nikolayevich, what was the road situation in the district last year?

      – The municipal target program for 2025 has been successfully implemented. However, ensuring road safety is a continuous process. In 2026, we need to strengthen preventive work, modernize infrastructure, and engage more actively with the population. Last year, 11 road traffic accidents were registered in the district, resulting in four fatalities and 15 injuries (in 2024, there were 14 accidents, one fatality, and 20 injuries). In one road accident last summer, two minors were injured. On the Moscow-Kazan highway, seven accidents were registered last year, resulting in three fatalities and ten injuries. As part of the federal project "Road Safety" of the national project "Safe Quality Roads," the target indicator for the number of people killed in traffic accidents was not exceeded. No fatal accidents were registered on local roads. Six accidents were recorded on the paid M-12 "East" highway, while the others occurred on regional roads. Last year, one accident involving underage moped drivers was registered on the 11th kilometer of the "Bolshie Kaibitsy – Kamylovo" road.

      – Tell us about the key areas of the commission's work to ensure road safety in 2025. What measures have been taken in this direction in the district?

      – The issue of road safety has always been and remains one of our priorities. Last year, we conducted a number of activities aimed at increasing safety levels. The commission's activities were focused on analyzing accident rates and identifying violations based on quarterly reports from the traffic police. To ensure winter maintenance of roads and the road network, municipal contracts were signed for road maintenance in rural settlements, snow removal, and anti-icing treatment were carried out. We also intensified our work with the population. We actively informed residents through the media about traffic rules and the importance of safety on the roads. More than a hundred articles were published in the district newspaper for this purpose. We were actively present on social media — VKontakte and Telegram, publishing quarterly information about the GIS "People's Inspector," facts about fuel sales to minors, and violations. Meetings with road traffic participants were organized, and campaigns promoting the wearing of reflective elements, especially among pedestrians and cyclists, were conducted. In addition, we strengthened control over speed limit compliance, worked on ensuring safety near educational institutions, and on road sections where incidents frequently occur. We monitored the safety of transporting children on 17 school routes. All buses are equipped with tachographs, speed limiters (up to 60 kilometers per hour), reflective elements, and the "GLONASS+112" system, and regular pre-trip medical examinations of drivers are conducted. One of the important areas is overseeing the organization of the activities of young traffic inspectors. Schoolchildren conducted educational activities in schools and kindergartens, advocating for the wearing of reflective elements. As part of the prevention of child road traffic injuries, briefings and classes were held, and the "home-school-home" routes were checked, with 63 road signs installed near schools and two sidewalks arranged. We also heard reports on the organization of emergency medical assistance.

      – What steps do you plan to take this year to improve the situation on the roads?

      – We continue to work in the same direction, but with even greater focus on prevention. The decisions made at the commission meetings are already in effect. Planned raids and operations by the traffic police are being conducted: work to identify drivers under the influence of alcohol and drugs, as well as those without licenses, has been intensified. The presence of road signs along the "home-school-home" routes has been clarified, and a monthly plan for preventing child road traffic injuries for each educational organization has been developed. The installation of road markings and the signing of three-year contracts for winter road maintenance are planned. We intend to continue publishing statements from the commission's chairman and the head of the traffic police, monthly anti-ratings of organizations that have committed the most violations, as well as promoting the "People's Inspector" system. Photos of drunk violators from the courtroom will be published in the media. Additional information campaigns are planned, covering all age groups — from children to adult drivers. We will emphasize the importance of adhering to speed limits, using seat belts, and not driving under the influence of alcohol. In addition, we will actively work with educational institutions, conducting regular briefings for children and teenagers. It is important that they know the rules and respect them from an early age. We will also continue to inform parents about the importance of monitoring children's use of motor vehicles. In accordance with the commission's work plan, we will strengthen engineering measures: installation of reflective signs, improving lighting, creating artificial irregularities, and arranging pedestrian crossings; expanding the prevention of child road traffic injuries in schools and kindergartens, conducting regular briefings and checking for reflective elements; ensuring the safety of passenger transport on municipal routes (monitoring schedules, technical condition of vehicles), preparing road and utility services for the upcoming winter period, and signing contracts for road maintenance in 2027.

      – What would you like to wish the residents of the district?

      – I want to remind everyone that road safety is not only the responsibility of government bodies but also the personal responsibility of each of us. Drivers, pedestrians, parents, children — everyone must remember that their actions affect overall safety. I urge everyone to be attentive, follow traffic rules, and actively participate in the life of the district. Only together can we make the roads safer for everyone. And we will work to ensure that every resident of our district feels safe on the roads.
