In Tatarstan, a pilot project for the implementation of organized trading mechanisms through the CTS EXCHANGE, which started a year ago with the support of the republic's leadership, has reached stable indicators and, according to the results of the first quarter of 2026, demonstrated growth in key economic parameters. The initiative, supported by the President of the Republic of Tatarstan Rustam Minnikhanov, has transformed over 12 months into a functioning pricing model applied in the public procurement system and integrated into the federal system FGIS CS. In just the first quarter of 2026, the total volume of transactions on the platform in Tatarstan amounted to 3.08 billion rubles, and the number of participants connected to the trades was 501. One of the key results of the work was the active filling of the FGIS CS with current market data. According to data from the Ministry of Construction of Russia, as of the first quarter of 2026, the filling of the system with estimated prices for construction resources increased by 26.5% and reached 136,021 positions. It is the exchange trades conducted on the CTS EXCHANGE platform in Tatarstan that form a mass of real contract prices, which serves as the basis for updating estimated standards. This allows for a reassessment of the estimated cost of capital construction projects, moving away from outdated indices to a real market picture. Tatarstan's contribution to the filling of the FGIS CS as of the first quarter of 2026 amounted to 166,005 positions. "Purchasing materials in the road transport sector through the CTS EXCHANGE has allowed Tatarstan to save budget funds. Savings are increasing as the number of participants on the platform – competing suppliers – grows. To date, the most noticeable results in the road transport sector have been recorded in the supplier segment, where there is an increase in the number of concluded transactions," commented the Minister of Transport and Road Economy of Tatarstan Farit Khalifov. The total volume of transactions through the CTS EXCHANGE in Tatarstan for 2025 exceeded 10 billion rubles, of which 9.15 billion rubles were in the road transport sector. Anonymous trading launched a mechanism of natural competition. For a number of price-forming goods, such as crushed stone, sand, and metal, the decline in the initial contract prices reached between 20% and 50%. In the first quarter of 2026, this trend continued: savings in certain categories of materials amounted to 37%. In the construction industry, competitive procedures on the platform ensured direct savings of budget funds. Hundreds of players connected to the system: 175 contractors and 308 suppliers, which excludes monopolistic collusion and intermediary markups. In the first quarter of 2026, 8 more contractors and 22 suppliers joined the trades, resulting in 345 transactions. "It is often said only about savings for the budget. But for us, the second result is no less important: 823 concluded transactions for 53 suppliers and contractors. This means that we have created a functioning sales channel. The exchange has given small and medium-sized companies, not just 'big players', transparent access to government orders. Their competition is not based on 'connections', but on price and offer – this is a fair market," said Dmitry Zolotov, head of the Kazan branch of the CTS EXCHANGE. He also confirmed that Tatarstan's experience has been recognized as successful at the federal level. As of the first quarter of 2026, the number of transactions on the platform increased to 559 for Tatarstan, while a total of 943 transactions were concluded on the EXCHANGE in the first quarter.
