In Kazan, the average daily temperature has exceeded +8 degrees Celsius for the seventh consecutive day, which formally meets the standards for shutting off heating in residential buildings.
According to the Russian Government Resolution No. 354 dated May 6, 2011, the heating season can be concluded provided that the average daily outdoor temperature remains consistently above this mark for at least five consecutive days, taking into account both daytime and nighttime readings. However, as noted by Inkazan, the city administration is not rushing to make a final decision. Despite favorable weather conditions, specialists strongly recommend delaying the shutdown of the heating supply system, as meteorologists predict a possible cold snap at the end of next week – a so-called "diving cyclone" may arrive in the region, bringing a drop in temperature. According to experts, in the event of a sharp drop in temperature, emergency resumption of heat supply may be required, which would create additional strain on the networks and discomfort for residents. The final decision on the end of the heating season is made by the city administration based on meteorological data and the technical capabilities of the heating supply system. As noted by Mikhail Zastela, a member of the expert council of the Federation Council's Housing and Utilities Committee, a typical situation is emerging where some residents feel hot and demand to turn off the radiators, while others feel cold and insist on continuing heating. In homes equipped with heating regulation and accounting units, this problem is resolved through automatic adjustment to the external temperature. Currently, the thermometer does not drop below zero even at night, and during the day, the air warms up to +10… +14 degrees. City authorities urge residents to keep an eye on official announcements and not to rush to dismantle radiators, as the decision to turn off heating may be reconsidered in case of worsening weather. It was previously reported that preparations for flooding are actively underway in Tatarstan, with 5,700 houses at risk.
