Kazan executive committee employees proposed ideas for the city's development
A presentation of the final projects by participants of the "Change Team" program took place in the Human Resources Policy Department of the Kazan Executive Committee. The employees of the executive committee presented their developments to the city's mayor, Ilsur Metshin. They worked for a month on strategic initiatives for street improvement, optimization of municipal services, and development of the public transport system.

The "Change Team" program in the city's executive committee started on July 31, 2025. It aims to identify leaders within large teams of the executive committee and implement their ideas in the field of urban management. Each team was required to propose an idea from a related area - participants developed projects outside their main specialization, allowing them to view urban processes from a new perspective. A total of 89 applications were submitted by employees of the executive committee and subordinate institutions. Following interviews, 23 participants were selected. Over six months, they underwent training in strategic sessions, acquiring leadership and project management skills. "We set tasks for participants that went beyond their main specialty so they could see processes more broadly. Although not everyone reached the final, we are proud of the successes of those who received career advancement or proposed a rational idea for implementation during the training," noted Irina Bochkovaya, Deputy Head of the Executive Committee's Office and Head of the Human Resources Policy Department of Kazan.
The defense of eight final projects took place with the participation of Kazan Mayor Ilsur Metshin. For instance, the director of the Kazan Zoo Botanical Garden, Asiya Gizzatullina (who was the deputy director of the Municipal Budgetary Institution "Directorate of Parks and Squares of Kazan" at the start of the project), proposed to annually designate not only parks, squares, or courtyards for improvement but also streets. Many of them have sufficient width to conduct landscaping and place small architectural forms. A detailed mechanism was developed for how this project could be implemented. As a pilot project, it was proposed to transform Cherynishevsky Street, where pots with trees, bike paths, and lighting could appear.
The issue of the survival of green plantings was addressed by a team consisting of the head of the personnel management and monitoring department, Nasiba Akhmedzhanova, the first deputy director of the Municipal Unitary Enterprise "City Improvement," Denis Yeroshin, and the project manager of the Urban Transformation Center, Ilnur Khazipov. They proposed a comprehensive set of measures: from laboratory soil studies and the creation of modern automatic irrigation systems to forming a registry of green plantings and marking large trees.
The third idea was dedicated to the implementation of artificial intelligence in the document management system to reduce routine work and minimize the risk of errors related to the human factor. The introduction of AI will allow employees to focus only on those processes where expert decisions are required, rather than mechanical data processing. The team, including the director of the Municipal Budgetary Institution "Urban Transformation Center," Emil Khusnetdinov, the head of the administration of the Aviastroitelny and Novosavinovsky districts, Alina Khabibullina, the deputy head of the human resources policy department, Alina Sharonova, and the head of the municipal procurement control department, Anastasia Pisova, identified areas and sections where AI could be implemented.
The "Change Teams" also proposed to introduce a specially developed adaptation program for veterans of the SVO, simplify the procedure for obtaining certain municipal services, improve the quality of bus transportation through the introduction of a number of innovations, and create a network of transshipment stations for the collection and initial processing of construction waste. The projects were accompanied by Natalia Chupina, director of the consulting company "Lin Vector."
Ilsur Metshin instructed to work on the ideas with experts regarding their possible implementation. The city head emphasized that certain solutions should be implemented, even if they require restructuring familiar processes. "With your 'young' eyes, as an outside observer, you can see shortcomings that should have been corrected yesterday. Much of what you proposed needs to be realized. In due time, we implemented large infrastructure projects - the millennium of Kazan, the Universiade - invested huge resources, and Kazan reached a different level, a different dimension. Now it is important to change internal processes. For me, the main thing is not to stop moving and in the desire to improve the life of our city and its residents," said the mayor.
