She was detained and placed in a pre-trial detention center for a month and a half. However, later the measure of restraint was changed to house arrest. Chulpan Miftakhova fully admitted her guilt and even filed a petition for the case to be considered in a special procedure, but the court ruled to consider it in the general procedure. "Miftakhova provided services that do not meet safety requirements. In May 2019, she registered as an individual entrepreneur with the main activity of 'care for the elderly and disabled' for profit. After that, no later than June 2020, Miftakhova decided to organize a nursing home for the elderly in a residential building. At the same time, Miftakhova knew that the premises she used had to comply with fire safety standards and SanPin," said Maria Kashina, assistant prosecutor of the Aviation District. In the same 2020, Chulpan Miftakhova found information about a two-story house for rent in the village of Shcherbakovo. "Miftakhova signed a lease agreement every year from 2020 to 2024. She bought furniture for the house and equipped it for the round-the-clock residence of pensioners. After that, she hired staff and later signed service contracts with the relatives of the pensioners. For a day of residence, she charged about a thousand rubles," added the state prosecutor. The owner of the house charged Miftakhova 50 thousand rubles per month for rent, and in the last year – 60 thousand rubles. The owner told the investigation that at the very beginning, when they were just negotiating the rental of the house, he was confused that Chulpan Miftakhova introduced herself as Leisan. But she explained that she simply did not like her own name. He noted that he did not communicate with the elderly tenants himself – there was no need for that.

      As a result, from June 30, 2020, to September 2024, a nursing home operated in this house, where 22 pensioners with various diseases lived. Numerous violations of fire safety were allowed in the organization of the nursing home, the residents lived in cramped conditions, there was a terrible smell in the premises, and rotten food was stored in the kitchen. According to the investigation, the staff, in agreement with Miftakhova, injected "agitated" pensioners with a potent psychotropic drug, without having either a doctor's prescription or the necessary medical skills. All this was confirmed by experts who inspected the house, and their testimonies were previously announced in court.
