In Russia, the number of employees planned for dismissal has increased over the past 10 months, according to data from the Federal Labor Agency (Rostrud). As of April 1, more than 105,000 people were recommended for dismissal, compared to 73,500 in June of last year, which means the figure has increased by 43%, reports "Vedomosti." The rise in potential layoffs has been recorded for several consecutive months: in February, there were 100,397, and in March, 104,775. The most layoffs are expected in Moscow, the Omsk and Irkutsk regions, the Krasnoyarsk Territory, and the Moscow region.
According to the publication, employees in the financial sector, tax services, hospitals, as well as government and local self-government bodies, are most often at risk. According to Rosstat, in the fourth quarter of 2025, the number of layoffs due to staff reductions increased by 59% year-on-year, reaching 32,600 people.
At the same time, businesses in general are trying to avoid mass layoffs. According to Superjob, 13% of organizations are already optimizing their workforce, but only 2% of companies planned mass layoffs in February—more often, employers are transferring employees to part-time work or a reduced workweek. Thus, the number of employees with reduced hours or part-time work grew to 82,300 by mid-April, up from 80,000 in mid-March, according to Rostrud data.
Trade unions attribute the increase in layoffs primarily to the budget sector, where a shortage of funds, digitalization, and increased labor productivity are pressuring. In the non-budget sector, experts believe that economic slowdown, reduced demand, and high key interest rates influence staffing decisions.
According to the Central Bank, in 2025, the number of workers in part-time employment and downtime increased by 14.3%, or by 198,000 people, and by the end of the year, their number reached a maximum since 2020. In the fourth quarter of 2025, the reduced schedule or complete suspension of work affected 1.6 million people. The Bank of Russia linked this trend to cooling demand, noting that part-time employment was most often recorded in oil extraction, metallurgy, and construction.
Recently, the Department of Organizational Development of Roskachestvo reported that Russians have increasingly been resigning "into thin air." This approach is spreading not only among specialists but also among managers.
Earlier, financial expert and business expert from Pronline Dmitry Trepolsky also named the reasons for the dismissal of Russians in 2026. Among them are professional inflexibility, unwillingness to master new digital tools, including neural networks and automation services, as well as the decreasing value of employees working with outdated schemes. He also noted the increasing demands for employee engagement, compliance with KPIs, digital security, and public loyalty.
