      A joint meeting of the anti-terrorist commission, the commission for the prevention and elimination of emergency situations, fire safety, and the operational group took place in the Chistopol district. The meeting was chaired by the head of the district executive committee, Eduard Khasanov. The agenda included several items, with the key issue being safety during the preparation and celebration of Victory Day. The deputy head of police (for public order protection) of the Ministry of Internal Affairs, Vasily Kuzmin, presented a report on this topic.

      It was noted that all places with mass gatherings of people will be inspected by dog handlers with service dogs, after which they will be secured by internal affairs officers. Control points will be set up in the central square of the city and in Skaryatin Garden to ensure public safety: access for the public will only be through these points. Additionally, he emphasized that the use of drones is prohibited.

      The co-reporter, Ruslan Safiullin, deputy head of the supervisory activity and preventive work department for the Chistopol district, emphasized that the venues for festive events have been accounted for, and preventive inspections will be conducted at these sites. Responsible persons will undergo additional briefings on fire safety measures, during which special attention will be paid to the issues of quick and safe evacuation of people in case of an emergency. The organization responsible for launching the fireworks on the day of the celebration will also address all issues related to fire safety.

      Furthermore, Ruslan Safiullin reminded the meeting participants about the special fire safety regime that will be in effect in Tatarstan from April 25 to May 11. During this period, it is prohibited to light bonfires, burn dry grass and garbage, and cook food over an open flame. The launch of any pyrotechnics is also banned.

      The head of the city executive committee, Ayrat Khamatov, reported on the measures taken to ensure safety and readiness for the festive events. He informed that on Victory Day, traffic for vehicles will be closed on sections of several central streets of the city — restrictions will be in effect from 7 AM to 9 PM.

      Ayrat Khamatov also noted that in case of offensive or provocative inscriptions made with coloring substances on buildings, structures, and other constructions in public places, the housing maintenance workers will promptly take measures to remove them.

      Additionally, the central square and Skaryatin Garden will be equipped with explosion locators.

      The state of information and propaganda work to counter the spread of terrorist ideology and other destructive movements, as well as measures for its improvement, was reported by the deputy head of the city and head of the information and propaganda group at the anti-terrorist commission, Mikhail Ksenofontov. The head of the Tatar-Yeltan rural settlement, Gulnara Akhmadieva, spoke about how measures to counter extremism and comply with migration legislation are being implemented in the settlement.

      The secretary of the district anti-terrorist commission, Olga Zaglyadova, updated the action plan of the commission in case of establishing levels of terrorist danger.

      At the end of the meeting, the head of the FSB branch in Chistopol, Ramil Nazmiev, urged all responsible parties to strengthen control during the preparation and conduct of festive events.
