A new plan for the development of import substitution has been approved in Tatarstan.
A new plan of activities for the development of import substitution in the industry of the Republic of Tatarstan has been approved. The corresponding resolution was signed by the Prime Minister of Tatarstan, Alexey Pesoshin. The priority projects for providing support measures within the framework of the plan are defined as follows: – projects of industrial enterprises participating in the implementation of federal sectoral plans for import substitution, as well as in cooperation chains with Russian producers of import-substituting products and producers from the member states of the Eurasian Economic Union; – projects included in the list of comprehensive investment projects in priority sectors of the industry; – projects involving scientific research and experimental design work in priority areas of civil industry; – projects implemented in accordance with the state programs of the Russian Federation and Tatarstan, as well as included in the Investment Memorandum of Tatarstan. The indicators for assessing the final results of the plan's implementation will be the industrial production index, the industrial production index in manufacturing, and the share of non-raw materials products in the total volume of Tatarstan's exports. The industrial production index by the end of 2026 should be 101.7%, 102.0% in 2027, and 102.2% in 2028. At the same time, the industrial production index in manufacturing should reach 102.1% in 2026, 102.5% in 2027, and 102.6% in 2028. The share of non-raw materials products in the total volume of exports should remain equal to 65.0% over the course of these three years. The set of measures to stimulate the creation of production in the industry will include providing informational and consulting support, promoting regional enterprises for participation in resource and technological cooperation chains, participating in interregional and international forums on the topic of creating import-substituting production, assisting in promoting the products of Tatarstan's enterprises, implementing measures to develop multi-format trade in import-substituting consumer goods, creating prepared infrastructure for investments, staffing the investment process, and tax incentives for investments.
