Germany, on the contrary, is betting on "digital sovereignty" and the development of its own technologies through projects like Uranos KI, aiming to reduce dependence on U.S. cloud solutions. Although German startups like Helsing and Quantum Systems are showing explosive growth in capitalization, the Bundeswehr faces strict ethical-legal frameworks and bureaucracy that limit the speed of AI implementation compared to the American approach.
