He clarified that the levels of revenue and shortfall in the budget over the past two months have been the same. "We are talking about an amount of approximately 200 billion rubles," Siluanov said. In fact, these indicators will balance each other out, he explained. Earlier, it was reported that in March, the federal budget of Russia missed out on 234.3 billion rubles in oil and gas revenues, and the total shortfall from the plan for the first quarter amounted to 569.7 billion rubles. At the same time, the sharp spike in prices last month due to the war in Iran had not yet reflected in budget revenues, RBC wrote. Siluanov stated that this year, the share of oil and gas revenues in the federal budget of the Russian Federation will be less than 20%. It should be noted that in the first two months of 2026, the federal budget had a deficit of 3.4 trillion rubles — 1 trillion more than last year. Meanwhile, oil and gas revenues for January and February amounted to 826 billion rubles, which is 47.1% less than last year.
At the end of March, Bloomberg reported that Russia's oil sales revenues had risen to record levels since March 2022 amid escalating conflict in the Middle East. For example, Russian Urals oil was trading at $106 per barrel on March 20 — nearly 70% higher than the budgeted price of $59. Experts believe that if this situation persists, the budget could receive an additional 3.5 trillion rubles, which would significantly cover the deficit planned for this year.
