Renat Zakievich Timerzyanov was born on January 5, 1955, in the village of Tatarskie Karamaly, Sarmanovsky District of Tatarstan. In 1973, he graduated from the Bashkir Republican College of Physical Culture, in 1984 from the Moscow branch of the correspondence law school of the Ministry of Internal Affairs of the USSR, and in 1990 from the Academy of the Ministry of Internal Affairs of the USSR. From 1973 to 1974, he worked as a teacher at the Bilyar-Ozerskaya Secondary School in the Oktyabrsky District of the Tatar ASSR. From 1974 to 1976, he served in the Armed Forces.
