The Ministry of Agriculture of Russia is ready to allocate 6.1 billion rubles from the federal budget for the development of rural agglomerations in Tatarstan. The state program "Comprehensive Development of Rural Territories" for 2026 and the planned 2027-2028 years includes Arsk, Buinsk, Kukmor, as well as urban-type settlements (pgt) Baltasi and Bogatyye Saby. The information is published in the draft order of the RT government, which is undergoing anti-corruption expertise. In addition to federal funds, about 1.35 billion rubles are planned to be attracted through other state programs, and over 1.3 billion rubles from non-budgetary sources. The latter amount will be used for the construction of a kindergarten in Buinsk (563 million), reconstruction of sewage networks in Kukmor (257 million), major repairs of the bridge over the Shoshma in the Baltasinsky district (100.65 million), as well as the renovation of the education center "ONIKS" in Bogatyye Saby (403 million). The document specifically emphasizes that some facilities may later be transferred from non-budgetary financing to state programs. After concluding additional agreements with federal agencies, the plans are promised to be adjusted.
Recall that last year Tatarstan received 2 billion less under the state program — 4.1 billion. In 2024, 5.3 billion rubles were allocated for the development of rural territories. In particular, that year, the program introduced 882 "squares" of housing in the countryside for 10 families. Living conditions for Tatarstan residents in rural areas were also improved. This concerns 118 families and 8.6 thousand square meters. Additionally, these funds were used to implement a compact housing construction project in the Laishevsky district, bring 44 km of roads to regulatory condition to 8 social and cultural facilities and 3 agro-industrial complex facilities, and improve 92 public spaces in 38 districts.
Plans to form the first rural agglomeration in Tatarstan were discussed back in 2024. At that time, it was about the Sabinsky district. By September 2025, in addition to three urban agglomerations — Kazan, Kama, and Almetyevsk, 31 rural agglomerations were identified in RT. Long-term socio-economic development plans for the specified territories until 2030 began to be prepared in each district center.
