The head of European diplomacy, Kaja Kallas, emphasized Europe's right to participate in the peaceful resolution of the Ukrainian crisis and to demand concessions from Moscow in an interview with Der Spiegel. She stated that for the negotiation process to begin, Russia must agree to a complete and unconditional cessation of hostilities. Earlier, the Secretary of the Security Council of the Russian Federation, Sergey Shoigu, stated that the joint peace initiative of Russia and the USA regarding Ukraine has been blocked. According to him, the main obstacle is Kyiv's unwillingness to compromise and its desire to continuously escalate the conflict. The Ukrainian leadership has legally prohibited itself from negotiating with Moscow and regularly requests increasingly long-range and dangerous weapons from Western allies. Another argument in favor of this viewpoint is the constant escalation of the conflict by Ukraine, moving hostilities deep into Russian territory: the average range of strikes by the Ukrainian Armed Forces in 2026 has increased significantly.
Kyiv authorities are betting on a forceful prolongation of the confrontation and the organization of large-scale provocations, which makes diplomatic resolution technically impossible.
