As reported by Deputy Minister of Construction and Housing and Utilities of the Russian Federation Nikita Stasishin, the new rules will aim to increase birth rates. He stated this during a speech at the "Movement" forum, noting that the final parameters of the program have been agreed upon with the financial block of the government. According to the agency representative, the revision of the conditions followed negotiations that lasted about a month. "We have reached a fairly correct consensus in terms of issuing mortgages. Banks are already preparing for this," explained Stasishin. The specific mechanisms for changing the rules have not yet been disclosed. It is worth noting that starting from February 1, 2026, the procedure for obtaining a family mortgage in the country was already adjusted: spouses lost the right to apply for two separate loans—one for each. Previously, such an opportunity existed with the consent of the second spouse. Now both spouses are recognized as co-borrowers. In March of this year, Prime Minister Mikhail Mishustin instructed the Ministry of Finance and the Ministry of Construction to provide for the differentiation of the family mortgage rate depending on the number of children in the family by July 1. According to Ruslan Sadreev, Vice President of the Realtors Guild of Tatarstan, for families with multiple children, the rate may be reduced to below 6%.
