The State Duma announced a possible increase in the maximum amounts for the preferential housing loan program for families with children. The new parameters may come into effect as early as the beginning of July 2026.
Increasing the limits is a necessary measure.
The current credit amount limits no longer reflect market realities. As noted by the first deputy chairman of the State Duma committee on construction and housing and communal services, Vladimir Koshelev, the current limits of 6 million rubles for regions and 12 million for Moscow, St. Petersburg, and surrounding areas have ceased to cover the cost of family-sized housing due to years of rising real estate prices.
Raising the limits is critically important for families with multiple children who need more spacious housing. Currently, these families often cannot take advantage of the program because the cost of a suitable apartment exceeds the established limits.
What options for raising the limits are being considered?
Lawmakers have worked out several scenarios for increasing the maximum loan amount:
Option 1 — geographical differentiation:
up to 16 million rubles — for Moscow, the Moscow region, St. Petersburg, and the Leningrad region;
up to 8 million rubles — for other regions of Russia.
Option 2 — stimulating housing area:
increasing the limit by 1.5 times when purchasing an apartment with an area of 60 square meters or more.
The second option seems more justified from the perspective of urban planning policy. It encourages developers to design functional family housing and buyers to choose comfortable apartments instead of small-sized options.
Differentiated rates instead of a single rate
In addition to increasing the limits, it is planned to tie the interest rate to the number of children in the family. Proposed parameters:
One child — the rate may rise to 10–12% (currently 6%);
Two children — the rate will remain at 6%;
Three or more children — the rate may decrease to 4%.
This measure aims to make the program more targeted and to stimulate birth rates. As noted by Deputy Minister of Construction and Housing and Communal Services Nikita Stasishin, the updated program will focus on supporting families with children.
What will happen to already issued loans?
An important nuance: the changes will only affect new contracts. The interest rate on already signed loan agreements will remain the same. This means that families with one child may want to hurry to secure a mortgage before July 1 to maintain the current rate of 6%.
Unified preferential mortgage for families
As of February 1, 2026, the rule "one family — one preferential mortgage" has already come into effect. Spouses are required to act as co-borrowers on one contract. This restriction is aimed at preventing abuses where spouses took out two separate loans.
Conclusions
The upcoming changes in family mortgages are dual in nature. On the one hand, increasing the limits will expand access to the program for families in need of spacious housing. On the other hand, the differentiation of rates may seriously impact the finances of families with one child. The final parameters of the program will be known on July 1. Families planning to take advantage of the program under current conditions should hurry to complete their paperwork. This is especially true for parents of one child — for them, the conditions may worsen the most.
