The agency reminded the main requirements of Federal Law No. 54-FZ, aimed at protecting the rights of consumers. With each purchase, the seller is obliged to generate and issue a cash receipt. Therefore, questions about whether the buyer needs a receipt do not comply with the requirements of the legislation. The document must be provided in any case — on paper or in electronic form at the customer's request. The tax service emphasized that the absence of the internet does not exempt the seller from the obligation to issue a receipt. In such situations, data is stored in the cash register and transmitted to the fiscal data operator after the connection is restored. It is also noted that a cash receipt and a bank terminal receipt are different documents. The acquiring receipt only confirms the fact of payment by bank card and does not replace the fiscal document. Buyers can receive and store electronic receipts through the FNS service "My Receipts Online." They can also verify the authenticity of a receipt using a QR code or details with the "Receipt Check" application. The law provides for a number of exceptions when the use of cash register equipment is not required. In particular, this applies to the sale of newspapers and magazines, ice cream, draft non-alcoholic beverages, certain types of seasonal trade, as well as some household services. Self-employed individuals generate receipts through the "My Tax" application. The Federal Tax Service reminded that transactions without the use of a cash register, including transfers to personal phones or bank cards of third parties, deprive buyers of legal protection and contribute to the development of illegal business. Penalties are provided for violations: for officials — from 10,000 rubles, for organizations — from 30,000 rubles. Repeated violations may lead to disqualification of managers or suspension of the enterprise's activities.

      According to the tax service, since the beginning of 2026, 331 warnings about the inadmissibility of violations have been issued in Tatarstan, and more than 2,500 control purchases have been conducted.
