New republican laws adopted at the twenty-first session of the State Council come into force. The laws aim to support small and medium-sized businesses, particularly producers of sugar-containing beverages, and to clarify the procedures for electoral campaigns. Additionally, the list of citizens entitled to free legal assistance is legally expanded. A separate law addresses the issues of commemorating the fallen defenders of the Fatherland. Tatarstan ranked fourth in terms of its own revenue. On June 9, Law No. 31-ZRT "On the execution of the budget of the Republic of Tatarstan for 2025" came into force. The execution of the budget of the Republic of Tatarstan for revenues in 2025 amounted to 605 billion 137 million rubles, including tax and non-tax revenues of the budget – 493 billion rubles. In terms of its own revenues among the subjects of the Russian Federation, the republic retained its fourth position from 2024. The most significant source of its own tax revenues remained the personal income tax, which goes to the republic's budget and local budgets. The budget of the Republic of Tatarstan received – 156 billion rubles, and local budgets – 68 billion rubles. The positive dynamics of tax revenues were influenced by the growth of the average salary in the economy.
The expenditures of the republican budget for the past year amounted to – 605 billion 388 million rubles. The budget execution resulted in a minimal excess of expenditures over revenues of 251.4 million rubles. All social obligations were fully met, all state programs and national projects were implemented, investments were directed to the social sphere, road construction, housing and communal services, and landscaping, and planned mass cultural and sports events at the federal and republican levels were held. Budgetary funds were traditionally directed to the social sphere and infrastructure development. Within the framework of national projects, 46.5 billion rubles were allocated from the republic's treasury, of which 26.4 billion were federal funds.
Expenditures of the Territorial Mandatory Health Insurance Fund budget in 2025 amounted to over 92 billion rubles. On June 22, Law No. 33-ZRT "On the execution of the budget of the Territorial Mandatory Health Insurance Fund of the Republic of Tatarstan for 2025" came into force. By the end of 2025, the revenues of the Territorial Mandatory Health Insurance Fund of the Republic of Tatarstan (hereinafter referred to as the Fund) amounted to 93.2 billion rubles, and expenditures – 92.6 billion rubles. Inter-budget transfers from the Federal Mandatory Health Insurance Fund budget amounted to 80.9 billion rubles, including a subsidy for the implementation of the territorial mandatory health insurance program - 80.7 billion rubles. Inter-budget transfers for co-financing the salaries of doctors and medical staff amounted to 203.6 million rubles.
"The revenues and expenditures of the Fund's budget for 2025 compared to 2024 increased by 12.3 billion rubles and 12.4 billion rubles, respectively," commented Kamile Nugaev, Deputy Chairman of the State Council Committee of the Republic of Tatarstan on Budget, Taxes, and Finance.
The settlement of the railway junction Sarai-Chekurcha in the Arsky district is abolished. On July 3, Law No. 35-ZRT "On the abolition of the railway junction Sarai-Chekurcha in the Arsky district of the Republic of Tatarstan and on amendments to the Law of the Republic of Tatarstan "On establishing the boundaries of territories and the status of the municipal formation "Arsky municipal district" and the municipal formations within it" comes into force. The law abolishes the settlement of the railway junction Sarai-Chekurcha in the Arsky district. Currently, only the railway and the Chekurcha stop platform are located at the site of the settlement; there are no houses or other buildings. There are also no power line supports, centralized water supply, sewage, gas supply, social facilities, or cultural heritage sites. Following discussions, the residents of the Srednokorsinsky rural settlement supported the abolition of the settlement.
Producers of sugar-containing beverages have regained access to state support. On June 22, Law No. 39-ZRT "On amendments to Article 9 of the Law of the Republic of Tatarstan "On the development of small and medium-sized entrepreneurship in the Republic of Tatarstan" came into force. The document was developed in connection with the adoption of a federal law that lifts the ban on financial support for representatives of small and medium-sized enterprises that are producers or sellers of sugar-containing beverages. However, support does not extend to producers and sellers of energy drinks. Until 2023, enterprises enjoyed financial support measures on general terms. But after amendments made in 2022 to the Tax Code, such beverages became excise goods, which automatically excluded them from the list of recipients of state support. Amendments adopted in April of this year to Article 14 of the Federal Law "On the development of small and medium-sized entrepreneurship in the Russian Federation" created a legal basis for eliminating this conflict.
On the commemoration of the fallen defenders of the Fatherland. On June 22, Law No. 36-ZRT "On regulating certain issues of commemorating the memory of those who died defending the Fatherland in the Republic of Tatarstan" came into force. The law establishes forms of commemorating the memory of those who died defending the Fatherland, outlines the powers of the state authorities of the Republic of Tatarstan and local self-government bodies in this area. Special attention is paid to educating and fostering patriotism among youth, preserving historical memory, and ensuring continuity between generations. The law also applies to preserving the memory of those who died or suffered injuries, contusions, disabilities, or illnesses while performing tasks during a special military operation. A separate article regulates the approval of the procedure for maintaining and storing the Book of Memory of the Republic of Tatarstan.
Forced migrants and refugees will receive free legal assistance. On June 22, Law No. 34-ZRT "On amendments to Article 12 of the Law of the Republic of Tatarstan "On providing free legal assistance to citizens in the Republic of Tatarstan" came into force. The adoption of this law is related to the need to align the republican law with the federal one, which expands the list of categories of citizens entitled to free legal assistance. This right is granted to individuals applying for recognition as forced migrants, refugees, recognized forced migrants and refugees, or those who have received temporary asylum (when applying for free legal assistance on issues of social support measures, recognition as forced migrants, or citizenship in the Russian Federation). "Due to well-known reasons in the territory of Ukraine, the Donetsk and Luhansk People's Republics, Zaporizhzhia and Kherson regions, the number of citizens of the Russian Federation, Ukraine, and stateless persons who have been forced to leave their permanent residence and arrive in Russia or are evacuated to another subject of the country has increased. Most of them need free legal assistance on various issues. However, until recently, they did not have the right to receive it," commented State Council Deputy Igor Bikeyev on the law.
Norms related to the electoral process are being improved. On June 9, Law No. 32-ZRT "On amendments to certain legislative acts of the Republic of Tatarstan" came into force. The law introduces changes to the Electoral Code of the Republic of Tatarstan, as well as to the laws of the Republic of Tatarstan "On the referendum of the Republic of Tatarstan" and "On local referendums."
In particular, the law eliminates the obligation of the head of the local administration of the municipal district or urban district to form and clarify information about voters and referendum participants. This information will be formed using the state voter registration system, a centralized information resource containing information about voters and referendum participants (the voter register, referendum participants), which is updated in real-time. The law also establishes the possibility of drafting protocols on the voting results and summary tables in electronic form. At the same time, the procedure for drafting protocols on the voting results and summary tables on paper remains in place. The law mandates the mandatory posting of financial reports by candidates, electoral associations, as well as information on the receipt and expenditure of funds from electoral funds on the websites of electoral commissions in the information and telecommunications network "Internet." The law provides for the possibility for political parties in elections to the state authorities of the Republic of Tatarstan and elections to local self-government bodies to independently determine - to publish their election program in at least one state or municipal (according to the level of elections) periodic printed publication or place it on their website in the information and telecommunications network "Internet." Additionally, the law establishes the procedure for using images of individuals and/or reproducing their voices in campaign materials during elections.
