On the Day of Service." The acting head of the Canine Service Center of the Ministry of Internal Affairs for the Republic of Tatarstan, Police Major Sergey Pavlov, answered journalists' questions. The history of the development of the canine service began in the distant year of 1909 in St. Petersburg, with the opening of the first search dog kennel in Russia, on the basis of which a dog training school was established. Subsequently, by Order of the Ministry of Internal Affairs of Russia dated June 18, 2004 No. 383, June 21 was approved as the "Day of the formation of canine units of the Ministry of Internal Affairs of the Russian Federation." Today, dogs remain indispensable assistants to humans in the fight against crime. Currently, the Canine Service of the Ministry of Internal Affairs for the Republic of Tatarstan consists of: - 1 regional and 5 district centers; - 9 canine groups; - 3 canine directions. As well as police (dog handlers) of the PPS, IVS, and convoy. Service dogs of various breeds are used in the service. However, the most common breeds are considered to be German, Belgian, Eastern European shepherds, Labrador retrievers, Rottweilers, and spaniels. In the activities of internal affairs bodies, they are used in the following areas: - Search by human scent trails; - Search, detection, and marking of target substances by their scent (search for explosives and search for narcotic substances); - Search for corpses, remains, and traces of human blood; - Guard service; - Convoy service. Training takes place in specialized schools for training canine specialists (these are the Ufa school for training canine specialists of the Ministry of Internal Affairs of Russia, the Rostov school, and the branch of the Rostov school in the city of Yegoryevsk). Additionally, every month, two-week training sessions are held at the Canine Service Center of the Ministry of Internal Affairs for the Republic of Tatarstan, where experienced staff help improve the professional skills of canine specialists, enhance the effectiveness of service dog use, and convey new training methodologies, including taking into account international experience in the field of service dog handling. Canine specialists with assigned service dogs undergo a commission check annually for readiness to be used in operational and service activities. However, before each major international event, service dogs are additionally tested in the direction of searching for and detecting explosives, weapons, and ammunition, as their readiness affects people's lives. According to the order of the Ministry of Internal Affairs of Russia dated September 19, 2022 No. 688, a service dog is used in operational and service activities until reaching the age of 8 years. By the decision of the commission and taking into account the conclusion of a veterinary specialist, the age of the dog used in operational and service activities can be extended. After reaching the maximum age and retiring, service dogs are assigned a new place of residence and new owners. But most often, the dog handlers who have worked with them for many years take them home for a well-deserved retirement. Since the beginning of 2026, in the Republic of Tatarstan, using service dogs of various application directions, 180 crimes have been solved. With the help of service dogs, 3 units of firearms, 1 kg of explosives, and more than 1 kg of narcotic substances of plant and synthetic origin have been seized from illegal circulation. Canine specialists serve not only at their permanent location. They are sent on official business trips to the territories of special military operations and the North Caucasus, where they serve with honor, helping their colleagues in the fight against crime. In the Republic of Tatarstan, no major event takes place without the participation of canine specialists. Recently, the ASEAN Summit was completed in the city of Kazan. To ensure public order and safety, service dogs from the Republic of Tatarstan and regions of the Russian Federation were involved. The combined team of canine specialists conducted inspections of 29 Summit facilities, including the residences of delegations. More than 2,500 vehicles, 85 km of roads and streets in Kazan were checked for explosive items.
